India’s Private Space Race: From Sarabhai’s Vision to the Commercialization of Space

Skyroot Aerospace’s Vikram-1 rocket successfully reached a 450-kilometer orbit on July 18, 2026, establishing India as only the fourth nation with demonstrated private orbital-launch capabilities. This milestone marks a profound shift from Vikram Sarabhai’s purely civilian, development-oriented space vision toward an increasingly militarised, dual-use national strategy. China's January 2007 antisatellite test initially forced this policy reorientation, culminating in India's 2019 Mission Shakti kinetic intercept and the November 2024 Antariksha Abhyas space-warfare exercise.

To resolve the Indian Space Research Organisation's severe capacity constraints, the 2020 reforms and the Indian Space Policy of 2023 established a state-enabled commercialisation model. Private firms now assume design and launch responsibilities, while public institutions retain regulatory control. The state-enabled model works. New Delhi aims to expand its space economy from $8 billion to $50 billion by the end of the decade, leveraging private innovation to build strategic redundancy, accelerate technology-refresh cycles, and project regional diplomatic influence.

India's transition toward state-enabled commercialisation, managed through IN-SPACe, represents a structural shift designed to alleviate the capacity constraints of the Indian Space Research Organisation. By offloading mature launch systems like the Polar Satellite Launch Vehicle to private consortia, the state preserves its limited public capital for high-end strategic initiatives. This distributed industrial model directly addresses the production bottlenecks that historically limited India's launch cadence compared to China's rapid orbital deployment rate.

The operationalisation of this strategy relies on specific technology transfer frameworks that allow startups like Skyroot Aerospace to access state-funded infrastructure. Under this mechanism, the Vikram-1 rocket leverages public launch facilities while private engineering teams focus on rapid iterative design cycles. This division of labour allows the Department of Space to maintain regulatory oversight while accelerating the deployment of resilient, dual-use satellite constellations.

My assessment is that India will adopt a tiered licensing system similar to the US ITAR framework, allowing startups to pursue global commercial contracts while reserving dedicated, state-controlled corridors for national security launches. This dual-track mechanism would preserve strategic autonomy without stifling the commercial viability of private launch providers.
