Moscow’s New Military Partner Has Something Russia Needs More Than Allies

Russia and Afghanistan’s Taliban will establish a formal partnership, announced on May 14 by Sergei Shoigu, secretary of the Russian Security Council, covering security, trade, and humanitarian assistance. Crucially, the agreement includes a long-term aim for migrant labor, suggesting Russia's primary motivation is to address its severe domestic labor shortage rather than solely securing new allies.

This critical shortage is significantly exacerbated by the ongoing war in Ukraine, where Russia has sustained 1.2 million casualties, is losing territory, and now faces Ukrainian strikes on Moscow, over a thousand kilometers from the front. These extensive battlefield losses have severely strained the military and accelerated a pre-existing labor force contraction, pulling working-age men out of the economy at an unsustainable rate. The migrant labor provision thus offers Russia a more immediate and critical benefit than traditional geopolitical alliances, reflecting a pragmatic response to internal pressures.
