Chinese state strategy prioritises embodied artificial intelligence and sector-tailored regulation to outpace American commercial frontier development in the global technology competition. Beijing leverages its New Generation Artificial Intelligence Development Plan alongside industrial robotic integration to operationalise hardware-software synthesis. This structural focus aligns AI development with China's broader framework for new quality productive forces and state-managed energy grid security.

Conversely, Washington relies on market-driven, disembodied language models guided by unconstrained commercial competition. China leads in industrial robotics. By offering open-weight models and establishing the Global AI Governance Initiative across the Global South, the Chinese Communist Party embeds its administrative models internationally. Western democratic institutions remain structurally ill-equipped for rapid digital information disruptions, leaving the United States vulnerable to systemic domestic adaptation challenges. Consequently, Beijing's holistic governance model positions China to absorb transformative technological shifts, export administrative architectures, and dictate future global governance norms.
