China is actively contesting information control across the Taiwan Strait through targeting undersea cables, satellite communication systems, and the electromagnetic spectrum. Taiwan, primarily connected by 15 undersea cables, experienced 28 human-caused incidents from 2022-2025, with three suspected as deliberate PRC sabotage. Taipei is hardening infrastructure and improving monitoring to deter further cuts, which could reduce bandwidth but not fully sever connectivity.
Taiwan is also developing satellite communication backups, facing political and regulatory hurdles with Starlink, while commercial and indigenous options progress. Satellites supplement cables, and China might target them, though its own space reliance could prompt restraint. China increasingly contests the electromagnetic spectrum with electronic warfare (EW), targeting navigation and communication networks. Beijing has used EW in the South China Sea and learns from conflicts like Ukraine, potentially escalating pressure on Taiwan. The U.S., Taiwan, and partners should enhance cable protection, support satellite alternatives, and prepare for EW operations, including joint offensive plans.
