This persistent strategy incorporates gray zone activity, cognitive warfare, weaponized negotiations, and proxies. This distinct form of conflict demands a different strategic mindset and approach from the United States, moving beyond a sole focus on conventional warfare.
The U.S. possesses considerable capabilities but must integrate national leadership, vision, and interagency collaboration to disrupt these subversive networks. A Deputy National Security Advisor for Strategic Competition could coordinate a sustained national response, ensuring strategic deterrence in the gray zone and cognitive advantage. Countering gray zone actions effectively requires imposing meaningful costs and establishing credible deterrence, as adversaries currently perceive more gains than risks in this ambiguous space.
