The Pentagon Must Undertake Its Own Transformation

The United States is projected to reduce its defense spending to the lowest share of gross domestic product since 1937, threatening national readiness for future global conflicts. Over the next five years, the White House and Congress propose allocating just 2.7 percent of gross domestic product annually to national defense.

This fiscal contraction is further exacerbated by rising national debt service, which threatens to squeeze the military's actual purchasing power down to a mere 1.7 percent of gross domestic product. Such a severe budgetary decline occurs as the Pentagon continues to rely on an outdated defense system structurally reminiscent of World War II rather than one designed for 21st-century warfare. To prevent total unpreparedness, the American defense establishment must urgently undertake a comprehensive transformation of its strategic infrastructure, procurement processes, and operational doctrines to meet modern threats and maintain global deterrence.
