Lawmakers get taste of AI-enabled cyberattacks in China-Taiwan war game

U.S. lawmakers and congressional staff participated in a simulated Taiwan crisis on Tuesday to test how Washington would respond to AI-backed Chinese cyberattacks targeting critical transportation and logistics networks. The Center for Strategic and International Studies hosted the war game to expose policymakers to the complex trade-offs and intelligence uncertainties of a fast-moving conflict in American cyberspace.

The scenario simulated a massive 2027 Chinese military exercise around Taiwan, forcing participants to decide which infrastructure networks to defend first while managing escalation risks. Attackers utilized advanced artificial intelligence capabilities, including stolen credentials, routing interference, and prompt injection techniques, highlighting vulnerabilities in private-sector ports, freight rail systems, and airports. These simulated digital disruptions mirror real-world concerns regarding Volt Typhoon, a Beijing-backed hacking group positioned to sabotage American military deployments. While intelligence agencies assess that China still prefers non-kinetic unification, the exercise demonstrated how rapidly AI-driven cyber operations could compromise domestic defense infrastructure.
