China will impose provisional anti-dumping duties of up to 99.2 per cent on Japanese dichlorosilane, a critical chemical used in semiconductor thin-film deposition processes, starting September 8, 2026. The Ministry of Commerce announced the preliminary ruling following an eight-month investigation that concluded dumped imports harmed domestic manufacturers. Japan dominates the global supply of this chemical.
The top three global producers—Shin-Etsu Chemical, Nippon Sanso, and Sumitomo Seika—are Japanese, while Japan-origin products accounted for 72 per cent of China's domestic market between 2022 and 2024. Under the new measures, Denal Silane faces an 80.8 per cent cash deposit rate, while Shin-Etsu and others face the maximum 99.2 per cent tariff. This trade action follows escalating geopolitical tensions. Relations cooled after Japanese Prime Minister Sanae Takaichi angered Beijing in November by suggesting a hypothetical Chinese attack on Taiwan could trigger a Japanese military response.
Beijing’s targeted tariffs on Japanese dichlorosilane expose the acute vulnerability of China's domestic semiconductor fabrication facilities to single-source foreign chemical suppliers. By penalising market leaders like Shin-Etsu Chemical with a 99.2 per cent duty, the Ministry of Commerce is attempting to force a rapid transition to domestic alternatives like Tangshan Sunfar Silicon. However, this aggressive import substitution strategy risks creating immediate yield bottlenecks for Chinese foundries that rely on the ultra-high purity levels of Japanese speciality gases.
The resulting supply disruptions will likely accelerate the bifurcation of the global semiconductor supply chain, forcing Japanese exporters to permanently reallocate their high-purity dichlorosilane capacity to fabrication plants in Taiwan and the United States. Consequently, this protectionist push may inadvertently starve Chinese state-backed chipmakers of the precise chemical inputs required to scale advanced node production at facilities like SMIC.
