The Army plans written tests alongside digital wargames, whereas Navy candidates will complete evaluations at the Naval War College in Newport. Furthermore, the Marine Corps will utilize AI-enabled situational judgment tests, while Joint Forces Staff College students will undergo assessments in Norfolk, Virginia. Hegseth previously blocked select flag officer promotions over concerns regarding non-merit criteria, advocating for standardized operational competence across all military services.
