Iran’s New Grand Strategy: How a Remade Islamic Republic Will Reshape the Middle East

Foreign Affairs

The U.S.-Israeli war on Iran in February 2026, initially aimed at regime collapse, unexpectedly transformed the Islamic Republic. The conflict, marked by large-scale bombing and a U.S. naval blockade, failed to decimate Iran's military and industrial capacity or incite a popular uprising. Instead, it forged a new, resilient Iran.

A quiet succession saw a new generation of IRGC commanders and civilian security officials, hardened by the Iran-Iraq War and post-revolutionary Iran, assume key decision-making roles. This leadership, including Mojtaba Khamenei, is pragmatic, nationalistic, and has separated revolutionary ideology from statecraft, focusing on national defense. They reorganized Iran's armed forces into a resilient, decentralized structure, applying asymmetric warfare tactics like drone swarms and dispersed missile launchers to deplete U.S.-Israeli interceptor stockpiles and overwhelm radar systems. Iran successfully asserted control over the Strait of Hormuz, inflicting heavy damage on 16 U.S. bases and creating a crisis of confidence among Gulf states, thereby establishing a new balance of power in the Middle East.
