Oil refining in central Russia, including major refineries in Kirishi, Moscow, Nizhny Novgorod, Ryazan, and Yaroslavl, has virtually ceased operations, impacting over 30 percent of gasoline and 25 percent of diesel fuel production. The Kremlin, focused on seizing all of Donetsk oblast, is shifting defense responsibility to local entities, disrupting economic and logistical connections. This adoption of precision strikes against strategic targets behind enemy lines, a concept articulated by Soviet Marshal Nikolai Ogarkov, is being more effectively utilized by Ukraine, which has become a world leader in long-range drone production. This dynamic could lead to political conclusions about greater regional independence within Russia.
