Rethinking Ground Resiliency for the Next Generation of Military SATCOM

The United States military's rapid transition to proliferated, multi-orbit satellite constellations has exposed a critical vulnerability in its legacy ground infrastructure, which remains highly concentrated and susceptible to disruption. While space-based assets have become increasingly resilient, the fixed gateway facilities connecting them represent attractive targets for cyberattacks, electronic warfare, and kinetic threats.

This architectural mismatch threatens to undermine Joint All-Domain Command and Control (JADC2) operations that depend on persistent, high-bandwidth connectivity. To mitigate these risks, the U.S. Space Force is planning a nationwide network of resilient operations centers to maintain command and control in contested environments. Achieving true mission continuity requires transitioning from hardened, single-site assets to geographically distributed, mobile, and multi-orbit ground architectures. By automating traffic rerouting and prioritizing low-probability of intercept capabilities, the military can ensure uninterrupted communications even when individual ground nodes are degraded, disconnected, or physically destroyed.

The proliferation of the Space Development Agency’s Transport Layer Tranche 1 satellites exposes a critical vulnerability if ground-station architecture remains anchored to legacy, fixed-site gateways. This structural asymmetry shifts the primary target vector for adversaries to concentrated terrestrial nodes like Buckley Space Force Base. Consequently, the tactical utility of these low-Earth orbit constellations is tied to the deployment of mobile, low-signature ground terminals. This shift forces a doctrinal re-evaluation of tactical communications, moving the metric of survivability from physical hardening to rapid, automated network path redundancy.
