America’s Cosmic Bet on AI

Foreign Policy | Graham Allison

United States artificial intelligence investments now account for over 40 percent of total domestic equity market value and half of all business capital expenditure, driving 85 percent of S&P 500 gains in 2026. This economic concentration coincides with deepening defense integration as the Pentagon and intelligence agencies partner with companies like OpenAI and Anthropic to maintain global technological dominance over China.

However, mounting fiscal vulnerabilities, financial bubble risks, and price-cutting competition from models like DeepSeek V4 threaten this highly leveraged bet. While Washington pursues super-intelligent artificial general intelligence financed by massive corporate debt, Beijing employs an "AI Plus" strategy focused on cost-effective integration across commercial, scientific, and industrial sectors. Chinese firms such as Moonshot, with its Kimi K3 model, deliver comparable benchmark performance at a fraction of Western deployment costs, directly challenging American market dominance and highlighting divergent national development strategies.

Comment
Commercial concentration in frontier artificial intelligence leaves Pentagon initiatives like Project Maven vulnerable to private market volatility. Sovereign reliance on dual-use infrastructure alters American defense procurement by shifting capital expenditure risks onto equity markets. Valuation contractions across commercial hyperscalers directly imperil budget forecasts for multi-year Department of Defense cloud services.
