Private firms driving Russia’s new tech push in Ukraine war

Russian technology firm Bureau 1440 has deployed initial orbiters for its Rassvet-3 satellite constellation alongside the Volna Kupol Garant electronic warfare array to restore tactical battlefield connectivity following the termination of Russian access to SpaceX's Starlink network in Ukraine. These commercial developments aim to bypass localized drone mesh networks and re-establish low-latency encrypted command, drone control, and artillery targeting links.

Denied Starlink access through geofencing in February 2026, frontline units suffered from high latency and electronic detection risks inherent to temporary ground relays. To close this operational gap, Moscow allocated 102.8–116 billion rubles alongside 329 billion rubles in commercial capital from IKS Holding to orbit 156 satellites by late 2026. Simultaneously, Crimean contractor Rossiysky Kupol designed the mobile Volna Kupol Garant system to mechanically track low-Earth orbit satellites and provide a 20-kilometer electronic suppression umbrella. While COTS component dependencies remain operational constraints, these dual-use initiatives reflect Moscow's evolving defense procurement strategy.

This private-led innovation model accelerates tactical prototyping, yet scaling the Rassvet-3 constellation remains dependent on Roscosmos launch availability aboard Soyuz-2 rockets.
