Ukrainian civic, humanitarian, and political leaders are actively diversifying their definitions of victory beyond the restoration of the country's 1991 borders as the war with Russia enters its fifth year. This shift reflects a growing recognition that military deadlock and compounding societal trauma require broader long-term objectives, including domestic sovereignty, economic resilience, and the resumption of normal life.
Data from NDI surveys indicate that while early battlefield successes in 2022 fostered hopes of a rapid military breakthrough, years of attrition have severely impacted public health and household incomes. Consequently, local perspectives now span a wide spectrum, ranging from freezing the current frontlines to leveraging battle-tested drone technologies, as highlighted by EDM, for post-conflict global leadership. Ultimately, the cessation of hostilities is increasingly viewed as a relief rather than an immediate triumph, framing ultimate victory as a generational process of reconstruction and sovereignty.
