To Win the AI Race, America Must Remember Why It’s Worth Winning

Chinese artificial intelligence capabilities are rapidly closing the technological gap with American systems, with research firm Epoch AI estimating that the United States holds a lead of merely seven months. Exploiting distilled open-source models and Military-Civil Fusion policies, the People’s Liberation Army systematically extracts intellectual property from leading American platforms to advance surveillance, cyberwarfare, and autonomous weapons capabilities.

Beijing’s digital expansion is accelerating rapidly. Alibaba’s Qwen open-weight model alone has recorded over three billion downloads within six months, while software developers across Africa and the Global South increasingly adopt Chinese open-source systems as foundational digital infrastructure. This widespread foreign integration threatens to embed authoritarian censorship mechanisms and severe security vulnerabilities into international governance systems. Countering this systemic trajectory requires the United States and key technology allies—including Taiwan, the Netherlands, Japan, and Israel—to strictly enforce export controls, expand shared semiconductor compute capacity, and aggressively back high-performing American open-weight AI alternatives worldwide.

Multilateral tech alignment among Washington, the Hague, and Tokyo faces operational friction when balancing national commercial interests against unified export regimes.
