Delivery schedules are slipping.

Impending continuing resolutions restricted by congressional funding delays prohibit production rate increases and new procurement starts. The White House requested $57 billion in procurement and research funding within a $350 billion reconciliation package, yet congressional budget resolutions provide only $60 billion total for defense. Consequently, orders placed in fiscal year 2027 will not yield delivered weapons until 2029 at the earliest. Time cannot be bought back. Congress must grant funding anomalies within stopgap legislation and establish transparent links between $92 billion in requested industrial-base investments and specific weapons programs to accelerate production lines.
