Ukraine’s Strike Campaigns Will Likely Continue to Hurt Russia’s Economy and Military Operations in Ukraine

Ukrainian forces intensified long- and intermediate-range strike campaigns between January and June 2026, striking 22 Russian oil refineries up to 2,000 kilometers from the border and causing widespread gasoline shortages across 78 Russian federal subjects. These systematic attacks targeting refineries, oil depots, and transshipment hubs have severely reduced domestic petrochemical production while disrupting military supply lines along critical ground lines of communication such as the M-14 highway.

Russian diesel output fell by one million metric tons in April 2026 and 600,000 metric tons in May 2026, directly compromising frontline ammunition and vehicle deliveries toward Lyman and Hulyaipole. Kremlin price caps cannot fix basic production deficits. To mitigate domestic panic, Moscow instituted fuel export bans and emergency imports from Belarus, Kazakhstan, and India, alongside drawing down strategic fuel reserves.
