Grounded in NATO doctrine and governance frameworks, the toolkit spans GNSS jamming, ransomware attacks on classified command and control systems, anti-satellite strikes, and complex space weather events. Planners can adjust the intensity of these digital and orbital threats to evaluate different training audiences and command echelons. While the publication establishes a structured method for incorporating non-kinetic pressures into joint exercises, the effectiveness of these scenarios ultimately depends on whether training staffs can process degraded data feeds as rapidly as adversaries disrupt them.
Integrating 20 modular storylines into exercises like Steadfast Defender requires command structures capable of processing simultaneous GPS denial and C2 network degradation without halting air tasking order generation. Training staffs accustomed to uncontested datalinks frequently struggle to maintain tempo when simulated electronic attack replicates peer-level spectrum dominance.
