Ukraine Can Turn Imminent Peril to Its Advantage

Foreign Affairs | Eric Ciaramella

Ukraine faces its most precarious moment of the conflict as Russia intensifies long-range strikes against population centers and plans a winter energy campaign. The Trump administration has shifted toward promoting a reciprocal energy cease-fire, following an earlier U.S. deal to lift diesel sanctions in exchange for pausing refinery strikes.

Although Russian President Vladimir Putin has not yet agreed to halt strikes, Western partners can create leverage by enabling Ukrainian attacks on military assets inside Russia. Specifically, the United States could authorize SpaceX to provide Starlink access over border regions for targeting mobile launchers, while Germany could supply Taurus cruise missiles. Meanwhile, European partners must help secure PAC-3 Patriot interceptors and accelerate financial assistance through EU loan mechanisms. Coordinated leverage combined with focused diplomacy offers Kyiv a pathway to compel Moscow toward a broader aerial cease-fire and contain the war.

Comment

The pursuit of an energy cease-fire highlights how narrow tactical bargains can be leveraged to shape broader aerial campaign parameters. By linking the suspension of refinery strikes to potential access for targeting mobile ballistic missile launchers via Starlink, the diplomatic framework attempts to exploit Russian vulnerabilities along the border. However, shifting operational authorities for systems like Taurus cruise missiles or Starlink involves complex political friction among Western partners. Consequently, the success of such leveraged diplomacy depends heavily on whether European actors can simultaneously backfill depleted Patriot interceptor stockpiles before winter.

Strategic Question for Discussion
How does conditioning long-range targeting authorities on an energy cease-fire alter the operational calculus for Russian ballistic missile deployments along the border?
The available evidence indicates that forcing a pause in refinery strikes while threatening mobile launchers creates a difficult dilemma for Russian force positioning. If Ukrainian operators gain boundary-wide terminal access, rear-area logistics nodes must be pushed further back, altering the tempo of ongoing winter strike campaigns.
