Russia accuses Ukraine of attacking oil refinery after Zelensky says strikes to resume

BBC News | Maia Davies, Sarah Rainsford

Ukraine resumed long-range strikes against Russian energy infrastructure after a three-day pause, targeting the Ryazan oil refinery. The renewed attacks followed continued Russian strikes on Ukrainian energy facilities and growing tensions between Kyiv and Washington over the proposed energy ceasefire.

President Volodymyr Zelensky criticised interruptions to US intelligence-sharing and restrictions affecting Ukraine's military use of SpaceX's Starshield satellite communications service. These developments raised concerns about the reliability of external support for Ukrainian operations. Washington's intelligence-sharing arrangements are particularly important for warning of incoming Russian ballistic missile attacks, while satellite communications support military coordination and certain drone operations.

The United Kingdom has also accelerated deliveries of Lightweight Multirole Missiles to strengthen Ukraine's defences against Russian aerial threats, including jet-powered drones. These measures highlight the importance of diversified military assistance as Kyiv faces sustained pressure on its infrastructure.

The episode illustrates how access to intelligence and commercially operated satellite communications can influence operational planning. It also exposes the strategic risks faced by states whose military effectiveness depends partly on capabilities controlled by foreign governments or private companies.

Comment

Modern military operations increasingly depend on an integrated network of intelligence collection, communications, navigation and command systems. Interruptions to any part of this network can complicate coordination, delay decisions and reduce operational flexibility. However, the effects depend on the mission, the systems affected and the availability of alternative capabilities.

Ukraine's experience highlights the distinction between satellite communications and early-warning intelligence. Starshield can support communications and command links, while intelligence from US and allied sensors can provide warning of incoming threats. These functions complement each other but are not interchangeable. Ukraine also possesses domestic radar and air-defence capabilities, although these cannot necessarily replicate every function provided by external intelligence partners.

The wider issue is strategic dependence. Foreign-controlled systems can deliver capabilities that would be expensive and difficult to reproduce nationally. Yet their availability may be affected by political disagreements, contractual arrangements or operational restrictions. Resilience therefore requires multiple communications pathways, independent intelligence capabilities, domestic technical expertise and close coordination with allied partners.

Strategic Question for Discussion
How can Ukraine reduce its dependence on foreign-controlled intelligence and satellite communications without sacrificing the operational advantages these systems provide?
Complete technological independence is difficult to achieve during an active conflict. A more practical approach combines domestic capability development with diversified partnerships and redundant systems. Independent sensors and radar networks can strengthen early warning, while alternative communications channels can reduce the impact of individual service interruptions.

The objective should be to preserve operational continuity when external support becomes unavailable or restricted. This requires investment in resilient infrastructure, interoperability and the ability to continue essential missions under degraded communications conditions.

Ukraine's experience offers a broader lesson for military planners: access to advanced technology is not equivalent to sovereign control over its availability. Operational resilience depends on both technical capability and the institutional arrangements that sustain it.
