U.S.-Sanctioned United Front Figure Leads World Data Organization

The World Data Organization (WDO), a new international institution, launched in Beijing on March 30, 2026, with Chinese Communist Party (CCP) General Secretary Xi Jinping sending a congratulatory letter. The WDO aims to advance the CCP’s global governance agenda, despite limited public information on its claimed global membership.

Its president, Tan Tieniu, is a U.S.-sanctioned figure for his role in the Hong Kong government and is deeply involved in the Party’s united front system. Tan's extensive research focuses on surveillance technologies for public security, including gait, iris, and palmprint recognition, contributing to repressive social control. WDO leadership, including Tan, explicitly pushes back on the United States and the West, accusing them of "data hegemony" and exacerbating "fragmentation and imbalance" in global data governance. The organization seeks to establish itself as a global platform for CCP influence, with a UN representative delivering remarks at its founding. WDO Vice President Yang Jie intends to work closely with the International Telecommunication Union and the World Intellectual Property Organization to promote global data cooperation, aiming for a significant win for the CCP at the expense of the U.S. and its allies.
