Black Sea USVs Driving Adoption in Caspian

Azerbaijani President Ilham Aliyev’s recent inspection of locally produced SALVO and KAYRA unmanned surface vehicles (USVs) marks a significant escalation in the militarisation of the Caspian Sea. Developed through a joint venture between Azerbaijan's MIRAS Military-Industrial Company and Türkiye’s DEARSAN Shipyard, these platforms introduce advanced strike and kamikaze capabilities to a historically quiet maritime theater.

This rapid technological adoption stems directly from Ukraine's successful asymmetric campaign against Russia's Black Sea Fleet, which demonstrated how low-cost, expendable naval drones can neutralise conventional warships. Consequently, littoral states are shifting their focus toward coastal defence, maritime security, and infrastructure protection. Regional naval doctrines are changing rapidly. While Kazakhstan and Russia's Caspian Flotilla have integrated anti-USV drills into their training, Iran's domestic manufacturing of the Ya Mahdi platform ensures that unmanned systems will dominate future Caspian security dynamics, reinforcing a broader regional shift toward defensive and asymmetric maritime operations.

The integration of SALVO and KAYRA USVs by Azerbaijan signals a fundamental shift in Caspian naval doctrine from prestige-driven surface fleets to distributed, asymmetric denial. Historically, Caspian navies prioritised patrol boats and corvettes to assert sovereignty over disputed energy fields. By establishing local production with Türkiye's DEARSAN Shipyard, Baku is transitioning toward a high-frequency, low-cost coastal defence model. This posture exploits the shallow, enclosed geography of the Caspian Sea, where conventional warships lack the sea room to evade coordinated swarm attacks.

This doctrinal pivot mirrors the rapid obsolescence of major surface combatants in enclosed waters first demonstrated during the 1967 sinking of the Israeli destroyer INS Eilat by Egyptian Komar-class missile boats. Just as the SS-N-2 Styx missile democratised precision maritime strike for smaller navies, mass-produced USVs allow littoral states to bypass expensive shipbuilding programmes. Consequently, the Russian Caspian Flotilla's Buyan-M class corvettes face a highly contested operating environment against these cheap, locally manufactured strike platforms.

The available evidence suggests that the traditional surface-centric deterrence of the Caspian Flotilla will struggle to remain viable without significant modifications to shipboard close-in weapon systems. While the Buyan-M corvettes possess robust land-attack capabilities via Kalibr cruise missiles, their organic sensors and rapid-fire guns are poorly optimised to detect and track low-profile, composite-hulled USVs in cluttered coastal waters. Consequently, my assessment is that Russia will be forced to rely on land-based rotary aviation and electronic warfare screens to protect these high-value hulls from Azerbaijani swarm tactics.
