Memory Chip Shortage Requires Investment and Teamwork

Artificial intelligence data centres across the United States face a critical bottleneck due to a global memory chip shortage. This supply deficit has driven the price of basic 64-gigabyte memory packs up by 450 per cent in a single year, threatening both critical national security infrastructure and everyday consumer electronics.

To mitigate this crisis, the United States is leveraging the 2022 CHIPS Act to subsidise domestic manufacturing facilities. Micron Technology is directing a $200 billion investment into Idaho and New York, while South Korea's Samsung and SK Hynix construct advanced facilities in Texas and Indiana. These domestic fabrication plants require years to build. Consequently, Washington seeks to collaborate with allies in Seoul and Tokyo to maintain access to overseas fabrication facilities in the interim. This allied cooperation is vital to counter heavily subsidised Chinese competitors like ChangXin Memory Technologies and Yangtze Memory Technology Company. Establishing this resilient supply chain remains essential for long-term technological leadership.

The concentration of advanced packaging for high-bandwidth memory remains a critical vulnerability in the US defence supply chain. While the CHIPS Act incentivises domestic fabrication, physical assembly remains consolidated in East Asia. SK Hynix's planned four-billion-dollar facility in West Lafayette, Indiana, represents a targeted attempt to bridge this gap. However, construction takes time. Until then, the United States remains dependent on Taiwanese and South Korean packaging lines for immediate AI hardware deployments.

This transition period exposes the defence industrial base to severe disruption. A maritime blockade in the Taiwan Strait would immediately halt the flow of packaged silicon from facilities in Kaohsiung or Cheonan. Consequently, the Pentagon's procurement of JDAM guidance kits and tactical missiles remains hostage to the geographical concentration of back-end semiconductor assembly.

Strategic Question for Discussion
If the operationalisation of SK Hynix's West Lafayette facility faces multi-year delays, does the US strategy of relying on allied packaging in South Korea remain viable, or does it create an unacceptable single point of failure for advanced military hardware?
The available evidence points toward a fragile stopgap period where the United States remains dependent on South Korean facilities like SK Hynix's Cheonan plant despite the proximity to regional flashpoints. My assessment is that any prolonged delay in Indiana will force a reliance on secondary packaging lines in Japan to diversify geopolitical risk. This dependency indicates that domestic fabrication alone cannot guarantee supply chain security without parallel, rapid investments in back-end packaging.
