Taiwanese Foreign Minister Lin Chia-lung highlighted that American ambitions for global artificial intelligence dominance depend fundamentally on strategic collaboration with Taiwan rather than isolated domestic development. While the United States maintains leadership in artificial intelligence model sophistication and research investment, global competition with China spans a far broader technological ecosystem.
AI competition extends beyond modeling. Effective digital leadership requires comprehensive infrastructure encompassing specialized power generation, advanced server architecture, and real-world application deployment. Nvidia chief executive officer Jensen Huang underscored this structural reality by characterising artificial intelligence as an integrated industrial ecosystem rather than software alone. Consequently, United States technology policy must integrate international hardware capabilities to establish democratic standards against autocratic rivals. Without sustained Western Pacific supply partnerships, North American software innovations remain vulnerable to deployment bottlenecks across the physical hardware stack. This operational interdependency positions Taiwan as an indispensable hardware anchor for allied technological security.
Dominance in artificial intelligence hardware relies on a highly concentrated semiconductor supply chain rather than software innovation alone. While American design firms produce advanced logic blueprints, fabrication of silicon wafers like Nvidia's Blackwell architecture remains tied to Taiwan Semiconductor Manufacturing Company facilities in Hsinchu. Hardware bottlenecks create an asymmetric structural vulnerability that raw algorithmic capability cannot offset. Long production cycles for ASML extreme ultraviolet lithography machines prevent fast onshore capacity substitution during a crisis.
This manufacturing concentration imposes severe constraints on long-term hardware resilience. Any physical disruption to TSMC's advanced packaging plants in Taichung would immediately freeze global high-performance AI server assembly. Without continuous wafer outputs from TSMC's Fab 18 in Tainan, American technology firms face immediate capacity caps on training future foundation models.
