Fixing the Army’s MDMP Fixation

Modern War Institute | Zachary Griffiths

Task Force Green applied the Rapid Decision-Making and Synchronization Process (RDSP) during a simulated tactical exercise to respond to unexpected battlefield developments. Unlike the more deliberate Military Decision-Making Process (MDMP), RDSP prioritises a timely, acceptable course of action over exhaustive comparison of alternatives. The exercise used a four-to-six-hour planning window to reassess conditions, adjust priorities and issue fragmentary orders.

Staff officers used running estimates and decision-support tools to identify deviations from expected conditions and coordinate necessary changes. Yet professional military education often gives greater instructional attention to MDMP than to rapid decision-making under operational pressure. Military institutions should review their curricula and doctrine to ensure that staffs can transition effectively between deliberate planning and rapid operational adjustment.

Comment

Task Force Green illustrates how running estimates and decision-support tools can help battalion staffs translate changing conditions into coordinated adjustments. Effective execution also requires a battle rhythm that identifies significant deviations and assigns responsibility for action. Without these mechanisms, staff processes risk becoming too slow to keep pace with tactical developments.

Strategic Question for Discussion
When a four-hour planning window must accommodate simultaneous disruptions across multiple domains, which staff function is most likely to become the principal bottleneck, and why?
One potential vulnerability lies in the plans cell, particularly when it must reconcile competing demands across operations, fires and logistics. However, identifying the first function to fail requires evidence from exercise observations, decision timelines and staff workload. Such evidence would help determine whether the principal constraint lies in planning capacity, information flow or cross-functional coordination.
