Consequently, processing capacity at facilities like Vulcan Elements faces extended ramp-up timelines before fulfilling high-spec military demands for F-35 flight control actuators or Tomahawk guidance packages.
This structural lag between upstream refining and component-level fabrication leaves defense primes dependent on buffer stockpiles during high-tempo conflicts like the war in Ukraine. Until midstream chemical separation infrastructure matches raw tonnage extraction, Office of Strategic Capital initiatives will face persistent delivery friction for guidance packages.
