Low Earth Orbit satellite networks like SpaceX's Starlink have become critical infrastructure for wartime continuity in Ukraine and civil resistance during internet shutdowns in Iran. Operating at altitudes of 1,200 miles or less, low-altitude constellation architectures offer distinct operational advantages over traditional geostationary systems. However, heavy reliance on private commercial entities introduces strategic vulnerabilities through single-point-of-failure decisions and shifting corporate policies.

State adversaries are actively deploying electronic warfare capabilities to neutralize these nodes, demonstrated by Russia's use of the Kalinka jamming system and Chinese anti-satellite laser development. These specialized counterspace assets generate localized signal exclusion zones that suppress satellite transceivers across contested operational theaters. Mitigating these systemic risks requires establishing binding international rights frameworks, deploying decentralized network protocols, and imposing explicit regulatory mandates on defense-adjacent commercial providers. Long-term operational resilience depends on continuous technical adaptation to counter proliferating electronic warfare threats across contested global domains.
