Russian Offensive Campaign Assessment, October 10, 2026

Understanding War | Christian Peasley, Kateryna Shymkiv

On the day of 9 October, Russian President Vladimir Putin falsely accused Ukraine of slowing down the progress of peace negotiations in a phone call with US President Donald Trump; he asserted that the Ukrainian airstrikes during the September 2026 Russian State Duma elections had hindered the talks, while at the same time holding out maximalist demands for Ukrainian submission.

At the same time, the Russian Ministry of Defence released highly exaggerated accounts of tactical achievements on the domestic Max messaging platform in order to influence local perceptions. When US President Donald Trump announced on October 9 a deal for the export of diesel to Russia, the Ukrainian delegates who were meeting with American and European officials in Miami were caught off guard. On October 9 Ukrainian forces carried out drone attacks on railway and oil infrastructure in the Rostov and Bryansk regions and also made progress in the Borova area while countering infiltration operations in the northern part of Kharkiv Oblast. After the unexpected economic announcement, Kyiv's negotiation team ended their diplomatic visit to the United States.

Comment

The fact that the Russian Ministry of Defense uses the Max messenger platform shows a deliberate separation of strategic messaging between domestic and international audiences. Since exaggerated statements about territorial gains are limited to a domestic application which requires the user to verify their phone number, the Russian government is able to alleviate internal war fatigue without having to present false figures to foreign intelligence agencies. This practice of dividing digital communication is similar to the information control system that existed during the Soviet era, in which internal propaganda was carried on completely separate channels from external diplomatic actions. As a result, the tactical losses suffered along the Kharkiv front are successfully hidden from the local population by means of separate digital channels.

At the same time, the sudden announcement regarding diesel exports reveals the weaknesses in the diplomatic systems led by the West when alternative economic channels are still functioning. Whenever delegations meet in Miami to arrange long-term security assurances, commercial energy decisions taken by Washington are able to immediately weaken the position of the negotiating teams from the allied countries. The fact that such friction exists shows that the bilateral economic agreements between the major powers on-going continue to hinder the enforcement of multilateral sanctions and the sense of solidarity among the allies.

Strategic Question for Discussion
What effect does the reliance on domestic-only platforms such as Max have upon the Kremlin's domestic information resilience when there is a contradiction between the situation on the battlefield and the official statements of the MoD?
The pattern indicates that separate domestic messaging networks enable the state to avoid immediate external refutation, but they leave it with serious credibility problems should the realities on the front lines eventually get through the digital firewall. It is precisely because of this insulation that Moscow can pursue its maximalist war objectives without facing immediate public opposition.
