The Cyber Gap

Council on Foreign Relations | Matthew Ferren

China has built a sophisticated hacking apparatus to penetrate American water systems, energy grids, telecommunications networks, and transportation systems over the past decade. The United States has failed to meet this threat due to poorly secured hardware and software, chronic underinvestment, and unsteady government policy. Countering this asymmetry requires a new strategy based on shared visibility into campaigns, imposed costs through offensive operations, enhanced network resilience, and rebuilt federal capacity.

Artificial intelligence models with advanced coding capabilities have injected new urgency into this competition by exploiting vulnerabilities faster than defenders can patch them. China's practice of pre-positioning malware inside civilian infrastructure leaves the United States vulnerable to severe disruption during future conflicts. Sustained efforts can make American networks costlier targets and deny Beijing strategic leverage over Washington.

Comment

Chinese cyber operations increasingly leverage native administrative tools rather than custom malware to maintain persistent access within critical infrastructure networks. This living-off-the-land methodology complicates attribution and degrades the effectiveness of traditional signature-based detection mechanisms deployed across commercial systems. Furthermore, the systematic weaponisation of zero-day vulnerabilities within days of public disclosure points to an institutionalised exploit pipeline connecting state security services with private research contractors.

Strategic Question for Discussion
How does the reliance on living-off-the-land techniques within operations like Volt Typhoon alter the threshold for retaliatory attribution, and which detection architecture can reliably counter it?
The pattern suggests that signature-based defenses are increasingly obsolete against operators who abuse native administrative utilities. This points to a fundamental requirement for behavioral monitoring across critical systems rather than perimeter-focused threat intelligence.
