The 2012 PLA (People’s Liberation Army) conference took place at a time when the Chinese Communist Party (CCP) was making its leadership transition from Hu Jintao to Xi Jinping. The conference discussion focused on the developments in China’s national security and in the PLA during the Hu Jintao Administration from 2002 to 2012. Key observations are presented in this volume. The most significant ones are Hu Jintao’s promulgation of the new Historic Missions for the PLA, and Hu’s complete handover of power to his successor. The former has turned on the green light for the PLA to go global. The latter is a milestone is the CCP’s institution building.

USAID & the National Interest by Patrick Cronin, War on the Rocks 

Many Americans are convinced that foreign aid fails to advance the national interest, while others are vexed that they might be aimed at doing precisely that. A prime example of the latter mindset is reflected in an article by Mark Varga that argues some nations are right to ban USAID. Varga appears to feign surprise that the United States Agency for International Development (USAID) promotes democracy and civil society programs broadly congruent with U.S. interests. His outrage may be intended to attack programs that promote “regime change,” including a recent politically inspired social media campaign in Cuba. 

As the former third-ranking official at USAID, I share Varga’s concern about the need to preserve, build and use America’s soft power. However, in focusing on the “digital Bay of Pigs” project to attack many U.S. foreign assistance programs, he picks a fight with a relatively weak institution, ignores the many successes of U.S. foreign aid, and fails to offer realistic and constructive policy recommendations…

The articles fall within three categories: Iran, the Arab World, and Afghanistan and Pakistan. Within each category, the topics range from macro to micro. Some pieces are current and indeed forward-looking while others deal with past events that continue to have links to issues of strategic and tactical concern today. The Review also informs readers of MES activities and of selected engagements by MES staff during 2012 and 2013.

April 01, 2014 — Education is persistently undervalued in most military institutions. This lack of attention is based on two realities of military life: education engenders the habit of questioning, while sound discipline, particularly in combat, requires unhesitating obedience; furthermore, education requires reflection, but war demands action. Thus, the military Services tend to draw broad lines of demarcation between their thinkers and their fighters. 

April 01, 2014 — Representing Servicemembers who make up today’s Joint Force is my greatest honor as Chairman. As the principal military advisor to the President of the United States, Secretary of Defense, and the National Security Council, I work to develop a shared understanding of our capabilities and the Nation’s needs in order to provide sound advice and to represent the views of the Joint Chiefs of Staff. To be effective, I must build relationships of trust with those elected to make decisions about the use of military force. But I did not begin to establish relationships with civilian leaders only when I became Chairman. 

April 01, 2014 — As we in the U.S. military continue to renew our commitment to the Profession of Arms, the title of this article asks a compelling question for everyone who wears the cloth of the Nation. While I believe the question has an easy answer, let us not downplay the significance of asking it at every level of professional development. Most serving in the Armed Forces understand the deeper meaning of the question, as well as the commitment to the profession and the American people that goes along with it. Therefore, most military professionals would provide the short answer: “No, we are never really off duty.”

On April 30, 2014, the State Department submitted Country Reports on Terrorism 2013 to the U.S. Congress as required by law. This report, available onwww.state.gov/j/ct, provides the Department of State’s annual assessment of trends and events in international terrorism that occurred from January 1 toDecember 31, 2013. It includes a strategic assessment, country-by-country breakdowns of counterterrorism efforts, and sections on state sponsors of terrorism, terrorist safe havens, and foreign terrorist organizations.

History and organizational studies both demonstrate that changing one’s mind is quite difficult, even in the face of overwhelming evidence that this change needs to occur. This monograph explains how smart, professional, and incredibly performance-oriented Army senior leaders develop frames of reference and then oftentimes cling to their outdated frames in the face of new information. It describes the influence of individual-level concepts—personality, cognitive dissonance reduction, the hardwiring of the brain, the imprints of early career events, and senior leader intuition—along with group level factors to explain how frames of reference are established, exercised, and rewarded. It concludes by offering recommendations to senior leaders on how to structure Army leader development systems to create leaders comfortable with changing their minds when the environment dictates.

The authors argue that an urgent leadership issue has arisen which is strongly, but not favorably, influencing our professional culture--a hostility toward religion and its correct expressions within the military. Setting aside the role of Chaplains as a separate issue, the focus here is on the role religion may play in the moral character of individual soldiers--especially leaders--and how their personal morality, faith-based or not, is to be integrated with their profession's ethic so they can serve in all cases "without reservation" as their oath requires.

A report released today by the Atlantic Council’s South Asia Center argues that heavy military spending in India and Pakistan has in fact been detrimental to the citizens of both countries in terms of security and economic growth, and calls on leaders to reinvest in trade and confidence building.

In India and Pakistan: The Opportunity Cost of Conflict, Atlantic Council South Asia Center Director Shuja Nawaz and Nonresident Senior Fellow Mohan Guruswamy explain how high defense spending and low economic integration into South Asia’s regional economy have come at the expense of those living in poverty. Although many now favor rapprochement, Nawaz and Guruswamy argue that unless both sides begin a dialogue on economic and military relations, these issues will only worsen.

As global demand for energy supplies grew, Russia’s Far East and Eastern Siberia in 2013 acquired ever more importance in the region’s geopolitics. Moscow and Beijing reached accord on joint development of key oil fields in Eastern Siberia. But Moscow used arms sales to Vietnam as part of an apparent effort to thwart Chinese hegemony in the South China Sea. Still, just as Russian comparative economic advantage with Europe and the West has derived primarily from oil and gas, so has integration with Asia hinged on energy.

There is a very interesting synopsis now available online of a June 2009 conference held at NSA headquarters at Fort George G. Meade about all the different cryptologic attack and developments efforts the agency was involved in. A large number of representatives from NSA’s Second Party allies in the UK and elsewhere also attended to share with NSA the nature and extent of their work on new systems.
