Northern Army Commander Lt General DS Hooda writes to troops after sulphurous social media outpouring on Uri attack

Northern Army Commander Lt General DS Hooda on Sunday wrote to officers and men of the army's largest command, asking them to follow 'a nuanced approach' which 'balances local aspirations' to fight a proxy war in Jammu and Kashmir.

Lt General Hooda's demi-official (DO) letter is being seen as a response to an anonymous WhatsApp message that spread like wildfire through army circles on December 6, a day after six Pakistani infiltrators attacked an army unit in Uri. Eight army personnel including a Lt Colonel and three policemen were killed in the pre-dawn attack on an army unit.

The message, purportedly written by junior officers, berated the Army Commander and the 15 Corps Commander for terming 'a mistake' the November 4 killing of two civilians including a 14-year-old boy by the Army in Anantnag; Lt General Hooda's statement 'had given a wrong message to commanders down the line'. 'And the result is what happened at Uri, the other day. Should not the Army Cdr and Corps cdr consider resigning for this goof up.'

Lt General Hooda's asks his commanders to change operations in sync with the conditions, focus on 'training and education of officers and men to drive home the circumstances and the conditions in which we operate and our code of conduct.'

He warned against falling prey to 'print, electronic and social media 'which sway not only public opinion but also the sentiments of our own officers and men'. The only way to counter this is by our own courage of conviction that what we are doing is professionally correct and honorable.

Earlier, the December 6 message was countered by another anonymous WhatsApp message which blamed the unit for failing to stop the terrorists. 'To link this failure with the caution put in place after the shooting of youngsters at roadcheck in Budgam is far fetched and mischievious. The two failures cannot be linked to gain mileage and malign senior leadership of the Army in the garb of venting of anger by young officers' the message said.

Lesson from 26/11: Protect coastlines

The 26/11 Mumbai terror attacks have much wider strategic implications in the context of overall coastal defence of the country, particularly cities either directly fronting the ocean like Chennai and Visakhapatnam, or located in its close vicinity like Kolkata.

On November 26, 2008, ten Pakistani jihadists of the Lashkar-e-Tayyaba travelled by sea to Mumbai in a fishing trawler, infiltrated ashore from rubber assault boats near Cuffe Parade, split up into terror teams and spread inland to attack pre-selected locations in the city with the aim of terrorising the country by causing maximum casualties. Surprise was total and the terrorists succeeded in murdering 166 Indians, including women and children, and wounding another 300. All were killed, except one, Ajmal Kasab, who was captured and stood a much publicised trial under the Indian judicial process. He was eventually hanged. The phrase “Mumbai-type attack” has now passed into the lexicon of national security, surely a dubious honour for India. Thus 26/11 became India’s day of infamy.

In the aftermath of the attack, the government of Maharashtra had set-up a two-member Ram Pradhan Committee officially known as the High-Level Enquiry Committee on 26/11 with the charter to inquire into the incident all that went wrong in dealing with it and how to prevent future recurrences. The findings of the committee were extensive and detailed, but given its point of origin and terms of reference, the committee was quite understandably focused only on the city of Mumbai as well as the adjacent Konkan coast.

Withdrawal symptoms in Afghanistan

Many fear that after the U.S. withdrawal, the Taliban will take over southern parts of the country with growing terrorism and insecurity threatening a weak government in Kabul

A few weeks ago the U.S. and Britain handed over their Leatherneck and Bastion military bases marking the effective end of combat operations by North Atlantic Treaty Organisation (NATO) forces in Afghanistan.

Many fear that after the U.S. withdrawal the Taliban will take over southern parts of the country with growing terrorism and insecurity threatening a weak government in Kabul. In India this is compounded by the fear that Pakistan will take advantage of the situation to expand its influence in Afghanistan in its search for ‘strategic depth’. Afghanistan will then provide a training ground for terrorists who can attack India. Moreover there is fear that Pakistan’s ‘all-weather’ friend, China, may also enter placing our strategic interests and Indian aid projects and investments further at risk.

A new deal for the states

Last week, Finance Minister Arun Jaitley, at a civil society interaction in Srinagar, reportedly said that “gone are the days when the Centre would provide money and the states would run the government”. Today, “every state has to stand on its own”.

For states, such kind of sermonising may not be new. But what is striking in this case is that it is coming from the finance minister of a government whose mascot — Prime Minister Narendra Modi — is someone well acquainted with the problems of states, having run one for over 12 years. Jaitley’s comments nevertheless provide an opportunity to examine the fiscal management record of state governments in the recent past, and also comparing this with the Centre’s.

The period from 2003-04 to 2011-12 was a good one for the Indian economy. With gross domestic product (GDP) growing by an average 8.3 per cent a year, tax and non-tax revenue collections surged. As a result, the combined fiscal deficit of the states fell from 4.25 to 1.9 per cent of the GDP, even as their revenue deficit of 2.25 per cent turned into a surplus of 0.3 per cent.

The Centre’s record, on the other hand, was more mixed. While its deficits registered sharp dips between 2002-03 and 2007-08, the period thereafter saw sharp deterioration, so much so that both the fiscal and revenue deficits in 2011-12 were higher than their corresponding levels for 2002-03 (see accompanying charts).

Time to work together with the dragon

In the same week that the Indian prime minister, Narendra Modi, promised that his government was "acting East" and not just looking East and the president of the United States of America, Barack Obama, hugged Aung San Suu Kyi to promise her American support for democratic reforms, China and Myanmar quietly signed more than 20 deals worth over US $8 billion. The slew of deals indicated that China was still very much on top of others competing with its influence in the once reclusive state.
The trade deals included a US $200 million small-loan facility for fighting poverty and an agreement to import 100,000 tonnes of Myanmarese rice to China. Li held talks with Myanmar's president, Thein Sein, and firmly supported Myanmar to continue developing in the way that suited it best, with a promise to deepen bilateral cooperation. The deals signed between China and strategically located, resource-rich Myanmar cover trade, agriculture, finance and energy. Li said that China had a sufficient supply of rice but it would import the staple from its neighbour after "considering the needs of Myanmar". The Chinese premier said these deals will "help improve the livelihoods of the people of Myanmar". That is significant as it drove home the point that while India was talking of 'acting East' and promising some forward movement on the new three-nation highway connecting Northeast India with Thailand through Myanmar, China was pushing to quietly reinforce its close ties by helping out Myanmar on bread-and-butter issues.

Traditionally, China and Myanmar have enjoyed close ties, with Myanmar relying on its powerful neighbour for economic and diplomatic support when it was under Western sanctions before embarking on political reforms four years ago. Those reforms made Beijing nervous as the government that replaced the military junta appeared to be courting Washington. The shift in relations was highlighted in 2011 when Thein Sein suspended work on the US $3.6 billion Chinese-led Myitsone hydroelectric dam project over environmental concerns. This was perhaps done to placate the Kachins in whose state the project was located. The Kachins complained of getting no electricity for their own region as the entire output was earmarked for export to China.

2014 IS NOT 1962: INDIA MUCH BETTER PREPARED FOR CHINESE CHALLENGE – ANALYSIS

China, emerging as one of the most powerful global players in recent years, is pursuing its geostrategic interests with enormous military and economic might.

Being in the immediate vicinity, India has to bear the brunt of its muscle-flexing over incursions and territorial claims, which occurs with a vexing regularity, besides erection of temporary structures on our soil.

China watchers, strategic experts and peaceniks have usually been counselling India to keep a low profile for fear of antagonizing the mighty neighbour. The common refrain is that India is no match militarily and would be worsted in any conflict, often against the backdrop of the humiliating defeat in 1962, almost 52 years to the day. But could one ignore ground realities in assessing potential threats and eventualities.

It may be true that well trained and heavily armed People’s Liberation Army (PLA) overran Indian positions in Ladakh and parts of what is now Arunachal Pradesh, formerly North-East Frontier Agency (NEFA), in a bid to teach the country a “lesson”. In spite of the overwhelming Chinese superiority in numbers, equipment and logistics, scattered pockets of Indian soldiers, armed only with vintage Lee Enfield rifles, some sub-machine guns and mortars, held off the enemy as long as they could, fighting until the last round and the last man.

It speaks eloquently about the motivation and performance levels of our outnumbered infantrymen. Bereft of supplies, artillery or air support and let down by the political leadership of the day, they died defending their regimental pride and the nation’s honour, in sub-zero temperatures, with the odds being stacked heavily against them. The lessons were not lost on the army, which got its act together and proved its mettle in the 1965 and 1971 wars with Pakistan.

Time for India to Look At Energy Security from Geostrategic Perspective

India, unlike China, has tended to look at energy security through an economic prism rather than from a purely strategic perspective. China has been aggressively making energy deals – be it acquiring assets or negotiating decades-old procurement deals – without seemingly being worried about the cost to its exchequer, and has thereby succeeded in expanding its influence in several regions of the world by tying up its vast energy market with energy-exporting countries.

But is India now looking at energy through the strategic prism? Its recent signing of the TAPI deal is certainly indicative of that. Why else would New Delhi support a project that, despite the hype surrounding the recent activity regarding the deal, has as little chance of implementation as the IPI (Iran-Pakistan-India) project? Further, given that TAPI does not make much commercial sense, why is there so much optimism surrounding it?

The first, and perhaps the most crucial, aspect of the TAPI project is that it has the blessings of the US. Washington is keen to provide South Asian countries with alternatives to Iranian gas in order to starve Tehran of revenues from the IPI and nudge it towards a more pliant position on its nuclear programme, as well as to break Russia’s monopoly over Central Asia’s energy sector.

Secondly, it gives India the opportunity to gain a foothold in the Central Asian energy sector, which it has been seeking for a while. It is notable that during his recent visit to Ashkabad, Petroleum Minister Dharmendra Pradhan talked about expanding energy cooperation beyond TAPI into other projects in the energy sector – upstream, mid-stream as well as downstream. More importantly, with China raising its profile in the region by tying up energy deals with the Central Asian states, India too wants to mark its presence, and TAPI could be the vehicle for its geostrategic goals in the region.

I am sure sincere efforts are being made and they may yield results, but as Akbar Allahabadi said, ‘Plateon ke aane ki awaaz toh aa rahi hai, khaana nahin aa raha (The plates’ sound can be heard but the food is not coming)’.

In every government, including this one, the focus is on announcing new schemes. Each scheme adds a task to the hands of the government/state. People in office think their marks will depend on the number of schemes they have announced. Yet, in spite of all the talk, we do not attach importance to the State — its functioning, personnel, institutions, rules, etc. With the kind of personnel any government in India chooses for institutions, does it show they attach importance to the State? We always think of reforms as one scheme — GST aayega ya nahin, insurance Bill pass hoga ya nahin. But the real theme of reforms has been to reduce the role of the State in our lives. We continue to do the opposite. That’s why things don’t happen. And rationalisations develop for this. An article commented on Mr Modi’s Cabinet. It said there is the Pareto rule that says institutions and governments are run only by 20 per cent. You only need 20 per cent who are good. So, we seem to think of putting good persons in only two-three ministries.

India Set to Outpace China in 2016, Says Goldman

It may be India’s time to shine as one growth projection suggests it could at last step out of China’s shadow.

Goldman Sachs is predicting that after more than 15 years stuck in China’s slipstream, India could surpass China in the next two years in terms of real gross domestic product expansion.

A recent report from the American investment bank projects India’s real GDP growth rate will remain behind China’s this year and next but surpass it in 2016 with 6.8% GDP expansion as China’s growth slows to 6.7%. The Goldman report predicts that India will extend that lead over the following two years.

As China’s economy cools because of a slump in the property market as well as sliding domestic demand and industrial production, India’s economy will be gaining momentum, said Tushar Poddar, chief India economist for Goldman.

“We believe the cyclical recovery (in India) has already begun,” he said. “Demand is gradually picking up, while persistently high inflation is trending down.”

The growth optimism comes just days after Transparency International’s annual ranking of least-corrupt countries placed India above China for the first time in 18 years.

In terms of growth, Goldman predicts that India will have one of the highest growth rates in the world in 2016 with more than triple the growth rates of Brazil, Russia, Japan or Europe.

While the most recent quarterly GDP growth figures showed a slowdown from the previous quarter, Goldman said it was expecting the new government–led by Prime Minister Narendra Modi who is using the rare majority his party won in Parliament in May to push through long-delayed spending and reform—to be good for the economy in the coming years.

Crony Capitalism Thrives, PSU Banks Robbed Blind

A few days ago, Reserve Bank of India Governor Raghuram Rajan made an interesting observation. The central bank chief hit out at Indian banks for disguising their bad debts by numerous strategies, including writing them off. He also cited other dubious methods of whitewashing off-colour balance sheets.

We must compliment Governor Rajan for speaking out bravely and fearlessly, and bringing out in the open one of the worst-kept secrets in Dalal Street and in the Indian financial markets. These are the intricate machinations between Indian banks, specifically the PSU banks, and their profligate clients who have borrowed humongous sums of money from the former and conveniently defaulted on the repayments. This is a very apt real-life demonstration of the old adage that a borrower who owes a few thousand rupees to his banker is in real trouble, while it is the other way round if he has borrowed a few hundred crores. This is, in any case, what they teach in the finance and banking 101 courses in the MBA schools these days.

Public sector banks in the country wrote off Rs 34,409 crore of bad debts in the financial year 2013-14, compared to Rs 27,231 crore in the previous fiscal year. This write-off accounted for 34 per cent of the Non-Performing Assets (NPAs) of the PSU banks. These figures were disclosed by the finance minister a few days ago in Parliament but there was little public reaction. It is as if Indians have either become blasé about these enormous fiddles that are taking place openly or are too tired to raise their voices. Governor Rajan’s data was even starker—according to him, the total amount of bad debts written off by desi banks (overwhelmingly PSUs) in the last five years would have paid for all the expenses of sending 15 lakh of the nation’s poorest children to the top private universities in the country.

Some other data has emerged in the last few months. In May this year, the All India Bank Employees Association (AIBEA), the largest union of bank employees in the country, created a media buzz when it released the list of the biggest defaulters of PSU bank loans, amounting to a mind-boggling figure of Rs 70,300 crore. Topping the list of ignominy was Vijay Mallya’s Kingfisher Airlines with a tidy unpaid bill of Rs 2,673 crore. Other big boys with defaults of more than Rs 1,000 crore included lower-profile companies like S Kumar’s Reid and Taylor (Rs 1,758 crore) and Ispat Alloys (Rs 1,359 crore).

West Bengal: An emerging corridor of terror?

National Investigation Agency (NIA) investigators probing the Oct 2 Burdwan blasts say they have found the existence of at least 58 terror modules active in West Bengal and Assam with links to Islamic radicals in India, Pakistan and Afghanistan.

That revelation is shocking but not unexpected and confirms a trend since the late 1990s. Whenever the going gets tough for Islamic radicals in Bangladesh, it seems they tend to move for shelter to West Bengal before they seek the same elsewhere in India. But West Bengal suits them the best because of the state's proximity to Bangladesh and other parts of India.

The Burdwan blasts blew the lid off a thriving nexus between three or more terrorist groups of the radical Islamic variety. NIA investigators are now sure that the dreaded Jamaat-ul-Mujahideen Bangladesh (JMB) has turned to West Bengal big time to not only protect its nucleus in a safe sanctuary, but also use it as a hub to produce and procure weapons and explosives for extensive action inside Bangladesh.

The JMB was banned in Bangladesh after it set off serial blasts in all 64 districts on Aug 17, 2005 but it was only after Sheikh Hasina's coming to power that all Islamist radical outfits and those from India’s northeast found the going very tough in Bangladesh. A massive crackdown by police, Rapid Action Battalion (RAB) and the Detective Branch led to the arrest or death in encounter of scores of radicals, leaders and activists alike, as Hasina’s advisors put on the table a new policy that advocated zero tolerance of terror. The likes of Bangla Bhai and JMB chief Sayek Abdur Rahman were caught, tried with some speed and sent to the gallows.

The very country where terrorism, especially of the Islamist radical variety, had thrived unhindered during Begum Khaleda Zia’s Bangladesh Nationalist Party-Jamaat-e-Islami coalition government was suddenly too hot for them to survive. And so the entire terror industry shifted from Bangladesh to West Bengal. The state’s unique location had always made it a useful corridor for all kinds of rebel outfits. For the Bangladesh-based jihadi tanzeems seeking to hit targets in mainland India, West Bengal was the sure gateway. For northeastern rebel groups seeking to reach Bhutan or Nepal, the Dooars was a natural passage. For those seeking to fly out under cover to Bangkok or other Southeast Asian capitals where they had operated from, Kolkata was the nearest – and the safest – airport , if Dhaka was no longer safe.

POST-2014 AF-PAK DYNAMICS: NOW US CHANGE OF HEART? -ANALYSIS

As per media reports, Barack Obama through a classified order signed in recent weeks has extended the combat role for US troops in Afghanistan for another year. The order authorises US troops through 2015 to carry out missions against militant groups, including the Afghan Taliban, that threaten US or the Afghan government interests. The new order doesn’t change the overall number of U.S. troops that will remain in Afghanistan but sanctions the use of US Air Force assets and drones to provide fire support to combat missions in Afghanistan. The article looks at this latest US decision in context of prevailing geopolitical situation in Afghanistan.

There is a Unity Government in place in Kabul with Ashraf Ghani as President and Abdullah Abdullah as CEO; and to its credit the arrangement continues to hold. A Bilateral Security Agreement (BSA) between Afghanistan and the US, signed by Ghani upon taking office, has provided a legal framework for future US military presence in the country as does the Status of Forces Agreement (SOFA) for the NATO presence. Both the agreements have now been approved by the Afghan parliament.

NATO’s Operation Resolute Support will follow-on from ISAF in 2015 to train, advice and assist the Afghan security forces (ANSF). Accordingly from January next year 9,800 US troops and about 3,000 personnel from Germany, Italy and other member nations, will support ANSF as they take on the Taliban, in tandem with US counter-terrorism operations. Also from early 2015 onwards, civilian-military coordination will be under the leadership of a new NATO Senior Civilian Representative (SCR) Ismail Aramaz, currently Turkey’s Ambassador to Afghanistan.

Could a high-profile first lady improve the lot of Afghanistan’s women? 

Rula Ghani, wife of recently elected Afghan PresidentAshraf Ghani, has enjoyed a remarkably high profile by the standards of the region. When Ghani delivered his inaugural address he surprised his audience bypublicly addressing his wife, thanking her for her efforts in helping women, children, and the internally displaced persons (IDPs). This was in stark contrast to Ghani’s predecessor, Hamid Karzai, whose wife Dr. Zeenat Quraishi Karzai remained virtually invisible during his long term in office.

The fact that Ghani would publicly thank his wife has sparked hope in some quarters that women might be given a more prominent role in Afghanistan, with positive implications for women’s rights generally. But not everybody was happy: Hard-liners have expressed concern that the foreign-born, Christian first lady could pose a threat to Islamic values.

Rula Ghani was born into a Lebanese Christian family, and is a dual citizen of Lebanon and the U.S. She met her future husband when they were both studying at the American University of Beirut, and the couple lived in Afghanistan for a few years after marrying in 1975. In 1978, Rula and her husband moved to the United States, where he pursued a Ph.D. while she raised their children. The family returned to Afghanistan in 2002, when Ashraf Ghani was appointed finance minister of Afghanistan. Rula was reportedly shocked to see the living conditions many Afghan children were enduring, and went to work for an organization called Aschiana, which helps feed and educate street children.

The Boys From Nanjing: The Return of Those Irritating Chinese Cyber Spies

Seems appropriate that I post this on the anniversary of the Japanese sneak attack on Pearl Harbor.

For the past two weeks, my computer has been under frequent attack by Chinese cyber spies operating from the city of Nanjing. The silly buggers even tried to penetrate my computer as soon as I logged on this morning. They were waiting for me to wake up and go to work!

Here are the details: As I mentioned above, I have traced all the IP addresses of the Chinese cyber spooks to the city of Nanjing. Theie IP addresses are:

* 222.186.21.203

* 222.186.128.50

* 222.186.128.57

These IP address all go to a single location and/or a single user, probably the Nanjing Military Region’s Technical Reconnaissance Bureau of the massive Chinese SIGINT organizaion, the Third Department.Despite the impression you get reading Glenn Greenwald’s materials, the Russians and Chinese do exactly the same thing as NSA and GCHQ, but not with the same panache or sense of covertness as their American or British counterparts.

Regardless of which IP address the attack comes from, the Chinese cyber trolls either try to insert the NETSPY Trojan Horse or the PROZJACK Trojan Horse malware systems, both of which are very old and probably originated in China. They also use the same operating characteristics and operate on the same time schedule - yes even the Chinese cyber spies operate on rotating shifts and take time off for lunch and dinner.

During the same two week timeframe, my email inbox has been deluged with forged notices from my Internet Service Provider asking me to confirm my password so that they could ‘upgrade my service’„ or informing me that my account was going to be closed if I did not provide them with my login and password information.

The only problem was that the notices were so poorly done (my 11-year old niece has better graphic arts skills) and the grammar and syntax was so incredibly bad that they have proven to be a source of neverending amusement for friends and family.

Remember that the Chinese cyber spies, although relatively well educated by Chinese standards, have never been outside of China in their life (and probably never will be allowed to leave China), and everything they know about us comes from (you guessed it) what they can dredge off the internet.

The ‘Boys from Nanjing’ are also clearly operating on a quota system - i.e. they have to hit so many foreign websites a day in order to fill their quota. It explains why they don’t care if you can trace the attacks back to Nanjing or not. As long as they can check their tasking list and say I hit everything, they can end their shift and go back to their barracks.

It is a huge weakness and makes Chinese SIGINT spear-phishing very easy to spot and combat.

China's Grand-Strategy Challenge: Creating Its Own Islands in the South China Sea

China’s grand strategy in the South China Sea seems pretty clear—change facts in the water. 

Satellite images analyzed by defense intelligence magazine IHS Jane’s show that China is reclaiming on Fiery Cross Reef in the Spratly Islands a piece of land that bears the shape of a 3000-meter airfield and a harbor large enough to receive tankers and major warships. This is not the first, but the latest in a series of land reclamations that China is conducting both in the Spratly Islands and the Paracel Islands in the South China Sea.

What does China want with this island building? What is the ultimate objective of these projects? The usual lens we use to decipher strategic moves on the international arena is ill suited to answer these questions. It views the game nations play in term of chess, but China is playing weiqi in the South China Sea.

Weiqi, better known in the West by its Japanese name, go, is the oldest Chinese board game that bears much parallel to an influential branch of traditional Chinese strategic thinking. While chess is a game of checkmate,weiqi, as its very name tells us, is a game of encirclement. In weiqi, there are no kings, queens or pawns as there are in chess, only identical stones whose power depends on where they are in the larger arrangement of the pieces. If chess is a contest of armies, weiqi is a struggle between configurations. Whereas the competent chess player aims at the destruction of the enemy’s physical power, a proficient weiqi player strives for the control of strategic positions, from which position-based power emanates.

If the South China Sea is seen as a chessboard, China’s moves in it appear largely trivial. Advanced forward are mostly pawns, while there is little movement of the more powerful figures. Perhaps the most formidable piece on the board is an underground base for nuclear missile submarines at Yulin on the southern coast of Hainan Island. However, this base is not located in the disputed areas. The main forces involved in the South China Sea dispute are rarely the military, but predominantly fishing boats and lightly armed government vessels. And the central objects of the contest are tiny, barren, often-submerged rocks.

Apparently looking at this game from a chess-like perspective, a very senior U.S. diplomat said, “great powers don’t go to war over rocks,” and a leading scholar of Chinese naval affairs concluded, “these tensions between a rising power and its neighbors are natural and constitute no major danger to the global balance of power, nor even to the normal functioning of the international system.”

China's submarine noose around India

Four decades after the 1971 India-Pakistan war, India's intelligence agencies are once again scanning a stretch of coastline in southern Bangladesh. Cox's Bazar was rocketed and strafed by INS Vikrant's fighter aircraft to cut off the enemy's retreat into the Bay of Bengal. Today, 43 years later, it sets the stage for China's dramatic entry into India's eastern seaboard.

Assessments from the Research and Analysis Wing (RAW) and naval intelligence say the Bangladesh Navy will station two ex-Chinese Ming-class submarines on bases that are less than 1,000 km away from Visakhapatnam, home to the Indian Navy's nuclear powered submarine fleet and the Defence Research and Development Organisation's (DRDO) missile test ranges at Balasore.

The developments on India's Arabian Sea flank are equally ominous. Intelligence officials say that over the next decade, China will help Pakistan field submarines with the ability to launch nuclear-tipped missiles from sea. Submarines, analysts say, are China's instrument of choice to not just challenge the Indian Navy's strategy of sea domination but also to undermine India's second-strike capability. These developments have been accompanied by a flurry of Chinese submarine appearances in the Indian Ocean this year-Beijing sent two nuclear submarines and a conventional submarine. Two of them made port calls in Colombo, triggering concern in New Delhi.

BEIJING (Reuters) - Chinese President Xi Jinping has urged faster development of advanced new military equipment to help build a strong army, state media reported, as the country steps up an ambitious modernization plan that has rattled nerves across the region.

Speaking at a two-day conference of the People's Liberation Army, Xi said that military reforms should be "guided by the objective of building a strong army", the official Xinhua news agency said late on Thursday.

"Advanced weaponry is the embodiment of a modern army and a crucial support for national security and rejuvenation," it cited Xi as saying.

"Equipment systems are now in a period of strategic opportunities and at a key point for rapid development."

Xi has been pushing to strengthen the fighting ability of China's 2.3 million-strong armed forces as they project power across disputed waters in the East and South China Seas.

China has developed emerging stealth fighter technology, anti-satellite missiles and now has one aircraft carrier in operation and is planning more.

Defense spending this year is set to rise by 12.2 percent to 808.2 billion yuan ($131.3 billion), a number many governments and analysts say is not representative of the country's true defense outlays.

ISIS Has Executed 12 Captured Iraqi Shi’ite Fighters North of Baghdad

Islamic State executes Shi’ite militia fighters north of Baghdad

Islamic State fighters executed 12 Shi’ite militiamen north of Baghdad after heavy fighting for control of a rural village, security sources said on Sunday.

Army and police officials said Iraqi security forces and the Shi’ite militia fighters launched an attack on Friday against Islamic State militants on Tal al-Thahab, near the town of Balad, 80km (50 miles) north of the Iraqi capital.

They managed to drive the militants from their base in Tal al-Thahab police station on Friday, but hours later the Islamic State fighters returned and surrounded it, trapping dozens of security forces and militiamen inside.

"Supporting troops with cover from army helicopter reached the area and managed to break the siege. We have confirmation from our sources that 12 volunteer fighters were executed on Saturday by terrorists,” said an army intelligence officer on condition of anonymity.

Balad’s mayor, Amir Abdul Hadi, confirmed that some of the Shi’ite militiamen were executed by Islamic State near Balad and others were missing after Friday’s battle, but said he did not have details. Officials said 10 militiamen were missing.

Sources at Balad hospital said they had received at least six bodies of militia fighters believed to have been killed in the first wave of fighting on Friday.

Balad, which houses a shrine to a revered Shi’ite imam, is one of several towns north of Baghdad which has seen heavy fighting between Islamic State fighters, who control large parts of north and west Iraq, and Iraqi security forces and pro-government Shi’ite militia.

Security and local officials said more Shi’ite militia fighters were gathering in Balad to try to drive out Islamic State militants from areas surrounding the town.

"We have asked the residents to stock food and basic material to prepare for an imminent military operation against the terrorists around Balad," one official said.

In the town of Tarmiya, between Balad and Baghdad, militants detonated a car bomb overnight at a security checkpoint before attacking with guns. Five police and three civilians were killed, security and medical sources said.

Canada on High Alert After ISIS Posts Online Video Urging Terror Attacks Inside Canada

Canada urges vigilance after online video calls for attacks

Canada’s public safety minister on Sunday urged the country be vigilant after the release of an online video in which a man believed to be a Canadian fighting for the Islamic State called on Canadian Muslims to carry out lone wolf attacks.

The SITE Intelligence Group, which monitors extremist activity online, said the Islamic State released the video from the Canadian fighter identified as “Abu Anwar al-Canadi”.

The National Post newspaper identified the man, who spoke in clear English, as John Maguire, a Muslim convert from the Ottawa area. It said he is believed to have traveled to Syria to join Islamic State fighters.

In the video, the man urges Canadian Muslims follow the example of Martin Rouleau, a Muslim convert who on Oct. 20 rammed two Canadian soldiers with a car near Montreal, killing one, before being killed by police.

The video also refers to a separate attack in Ottawa on Oct. 22, when a gunman shot dead a soldier guarding a national war memorial and stormed the country’s Parliament building. That attacker was also shot dead by security services.

The attacks happened as Canada’s military was stepping up its involvement in air strikes against Islamic State militants in Iraq. In September, another Islamic State recording had urged supporters to attack citizens of countries that have joined the coalition to destroy the group.

"Terrorism remains a real and serious threat to Canadians, which is why we must remain vigilant," Canadian Public Safety Minister Steven Blaney said in a statement in response to the video.

"That is why we are taking part in the coalition that is currently conducting air strikes."

In and Out of Time in Iraq

I fell out of time in the summer of 2004. I fell back in about seven years later, on September 11, 2011.

The first fall was slow, more of a slide than a drop. It began as I moved around Baghdad, in the summer of 2003, with a growing sense of unease. On Memorial Day, while reporting for the Washington Post, I went on a 1st Infantry Division patrol in western Baghdad with another Post reporter, Anthony Shadid. I talked to members of the patrol, while Anthony talked to the Iraqis in the neighborhood. “Everybody likes us,” Spec. Stephen Harris, then twenty-one years old, told me. Anthony heard a different story. “We refuse the occupation,” Mohammed Abdullah, a thirty-four-year-old Iraqi, told him. “They’re walking over my heart. I feel like they’re crushing my heart.” (Anthony, who had been shot in Israel, in 2002, and was kidnapped in Libya, in 2011, died while covering the rebellion in Syria in 2012.)

The rest of 2003 brought a series of bombings in Baghdad—of the United Nations office, of foreign embassies, of the Red Cross—that clearly were designed to peel away potential allies from the United States. (The U.S. responded to these attacks with flailing and with moral errors, such as the torture of prisoners—and not just at Abu Ghraib.) In the spring of 2004, there simultaneously was a Shiite uprising on one side of Baghdad and a Sunni one west of the city, in Fallujah. Yet, the Americans seemed to think that all that was needed was a positive attitude.

In the back of my brain, an unconscious thought was growing, whispering, insisting on being heard: something is very wrong here. It hit me hard; it was a personal feeling. This wasn’t a matter of policy, this was a matter of my life: This war is going to be very different from the other conflicts you have covered, I thought, different from Somalia, Haiti, Bosnia, Kosovo, Afghanistan. Something here has grabbed ahold of you. You have lost control of your future.

For reasons that I still don’t understand, my mental elevator-ride down accelerated on a trip home in early August, 2004. It began with a daylong flight on an Air-Force C-130 Hercules cargo plane. We flew from Baghdad, but, instead of going directly south to Kuwait, we first went north to Mosul, then sat on the hot runway for what felt like three or four hours. It was probably about a hundred and twenty degrees inside the plane. We took off dripping in sweat, froze in our wet T-shirts while in the air, and finally landed in Kuwait City late at night.

Kuwait brought an unhappy bureaucratic surprise. Because I had arrived on a U.S Air Force plane, I did not need—or have—an entry visa. But I was flying out commercially, and for that I needed an exit visa. Yet, I was informed at the airport that one could not be given to me because I was not officially in Kuwait—that is, there was no stamp in my passport. I hired a Pakistani taxi driver to help me make the rounds of government offices. The Kuwaiti officials seemed to delight in tormenting me. The cab driver, seeing my face as I emerged from the third Kuwaiti office of the day, said to me, sympathetically, “Sir, I told you these guys was sons of bitches.” He shook his head. I felt awful, panicky, as if the walls were closing in.

Looking back now, I realize that all this bothered me more than it should have. On the British Airways flight from Heathrow to Washington, the stewards, half on strike, were a bit rude, but it felt like they were poking me with sticks. When I got home, my house was in turmoil—a much-needed renovation was underway. It all seemed like a conspiracy to make my life more difficult. When my wife handed me an avocado-and-tomato sandwich for dinner, it tasted like ashes.

I left to go whitewater kayaking on the Youghiogheny and Cheat Rivers in West Virginia, a few hours west of Washington, D.C. I paddled hard for five days. On the sixth day, I was tired. On that final day, I was near the takeout—that is, the end of the river trip—when I came to the last hard rapid in the Cheat Canyon, where a three-foot-long pillar of rock juts out like a thumb from a clenched fist, angled over a small waterfall. At this Class IV rapid, I should have taken a right stroke, to edge the boat a bit to the left. I had been through this rapid a dozen or more times before and had executed that move successfully each time. Instead, this time, inexplicably, I took a left stroke, and the kayak shifted ever so slightly to the right. At the drop, my bow leaned off more toward the right, propelling my torso into the edge of the rock projection. It hit me so hard in my ribs that I felt almost lifted out of the boat, even though I was wearing a tight, heavy, rapid-proof sprayskirt. Just writing about it brings back an ache in my ribs.

I’ve never quite known why that accident happened. But I wonder now if it wasn’t completely unintentional.

I was able to paddle to the takeout but awoke the next morning barely able to get out of bed. I rolled out onto my knees, eventually rose to my feet, and drove home, where I had a deeply irrational argument with my wife. I blamed all that was happening on others. I felt that people were really pissing me off and that they just needed to listen to me more.

That was my low point—the late summer and early fall of 2004. I was in bad mental shape but did not know it. The best thing I could have done, I think, was to get some therapy. I didn’t.

But I did the second-best thing: I withdrew from reporting for a year to write a book about the Iraq war. From the start, I knew I would call it “Fiasco.” I was beginning to sense that I had undergone some serious changes. One day in the course of my research I was reading some news stories I had written in the fall of 2004, and I realized that I had no memory of writing them. This was very unusual for me—usually, I can look back at a story years later and recall conversations with sources and editors. But this sheaf of stories from November and December, 2004, were just blanks to me. That puzzled me then, and it still does now.

Still, I had a lot of energy and needed to let it out. I began writing the book in January, 2005, and finished it that December; it came in at just under five hundred pages. After typing the last words, I walked downstairs to where my wife was working on her own book and told her that I was done. She asked if I was happy with it. I said that I didn’t care if it didn’t sell a single copy. I had written what I had set out to say.

Yet, contrary to what I had hoped, or even expected, seeing “Fiasco” get published—and become a best-seller—brought no sense of resolution. I could not put Iraq away. I was shackled to the subject.

Iraq and its aftermath ran my life for several more years. I wrote another book on the subject, titled “The Gamble.” I consumed too much alcohol, and still do. I think I was a bit numb at times. For several years, until about 2010, my nights were spent in a mental box. My dreams were almost always of confrontation and frustration. Then there were those “black dreams”—I would sometimes jolt awake at night, dripping in sweat, fingernails digging into my palms, yet never be able to remember the nightmare. I grew to hate being in the same room as a loud television, especially if it was playing cable news or reality shows—it just felt like having shit thrown at me from across the room. I had long loved watching baseball, but I stopped going to Major League Baseball games because I had begun to find the stadium din, especially the blare of the loudspeakers, to be exhausting. In fact, I was always exhausted. I craved bland food—mashed potatoes, pasta, yogurt—to calm my churning stomach. Time came and went. I knew that my wife and two children, now adults, would pay a price for my changed behavior.

The moment of recognition came for me when a marriage counselor read aloud from the Diagnostic and Statistical Manual of Mental Disorders the symptoms of P.T.S.D., among them irritability, nightmares, hyper-vigilance, and feelings of disconnection. He then looked at me and asked if these sounded familiar.

Over time I did better with my wife, which, oddly enough, enabled me to withdraw from the world a bit. For years, I had known that the only way to enjoy working in Washington, D.C. is to keep in mind that it is a pageant of power, Shakespearean at times. But, after 2004, I no longer enjoyed the game, mainly because the Rumsfeldian contumely, the shenanigans of ideologues, and the short-term memories of clownish officials were all getting people killed in a mindless war.

So, a few years later, when a generous buyout offer came from the Post, I accepted it. We moved to an old sea captain’s house on an island well up the Maine coast, several hours past Portland. There, I set to work on my next book and, more importantly, on trying to relearn how to live.

On September 11, 2011, I knew that I needed to observe the grim tenth anniversary in some way. I decided that the best thing to do would be to kayak, alone, up a remote sea cove on Cape Rosier, on the east side of Penobscot Bay, in east Maine. Nothing major happened that day, but, even so, it would change me. I would emerge reconnected to time, but in a way different from before.

This arm of the sea, called Horseshoe Cove, begins near open waters, where the bay meets Eggemoggin Reach. But, as you move north, it narrows and begins to feel more like a river, hemmed in by granite banks topped by stands of spruce and fir. Then, at the end, the water opens out to what feels like a small, remote lake. But it is salt water, so twice a day the current reverses, and the small rapids that had pointed north slacken and begin to flow south.

It was a bright, sunny morning, not unlike 9/11, ten years earlier. But this was Maine, so on this September day there was an autumn chill in the air that made it comfortable to stay in the sun, and away from the shadows.

For about thirty-five minutes, I paddled up the cove, the swift current of the flood tide urging along my sea kayak, a high-bowed, eighteen-foot-long craft made of Kevlar. At the salt lake, I crossed to the north side and beached my boat on a granite ledge. I sat in the midday sun and ate my turkey sandwich and my Fuji apple. Then I lay back in the sunlight on the long, dry pine needles. I didn’t sleep, but I closed my eyes. I felt the beginning of a sense of peace. This certainly was not a sense of satisfaction; it was more like acknowledging to myself, O.K., that’s done, time to move on.

But what stays with me most from that day is what happened next. Watching the water rise to the debris of the wrack line, I judged that the high tide was about to peak, so I got back into the boat. But when I got to the south end of the lake, I found that at the river-like section the water was still flowing in. The inward current was so strong that I could not ascend it, so I pulled up onto a flat granite boulder and sat waiting for the tide to turn.

I was surprised that it took perhaps another forty-five minutes before the water slowed, flattened, and finally reversed. It was such a quiet process that it felt like watching a secret unfold. Looking back on it now, I think that, when the rapid disappeared, it took some of my pain with it. At the beginning of the ebb tide, I got back into the kayak and paddled homeward, back to the mouth of Horseshoe Cove. This was all non-verbal, which I suspect is significant for someone who writes for a living and is intoxicated by words. Certain events had led me to a spot where I finally shut up and listened. I didn’t mind the silence. There was so much to smell, feel, and hear—the conifers, the flowing saltwater, an occasional gull or osprey, the prospect of a passing seal.

Why has that moment become so meaningful? Only now does the likely reason occur to me: I was unconsciously using that day to reset my sense of time. That is, I was ready once again to be in time, to be connected to its passage. But I was not ready to be tethered to the sort of time I had known. I was not going back to my old life, in which I rose to an alarm clock; ran to a series of interviews, press conferences, briefings, hearings; took nervous trips to war zones; and sometimes stumbled through Heathrow half-zonked on Ambien. That is, I was no longer working on deadline, as I had been since the early nineteen-eighties.

Since that day on that boulder in midstream, I have been back in time but still off the clock. That is, my life to a surprising degree is attuned to natural time. I attend to the tides, the phases of the moon, the seasons, the shifting winds, and, most of all, the rising and setting of the sun. (And, yes, I dislike the human intrusion of daylight-saving time, which feels like the theft of an hour of sun a day.)

Until I lived on an ocean island, I did not know that the full moon always rises around sunset. Now, I look forward to it. I hike when the tide is low, and my dog and I can cross sandbars to islands. I like to sail on the rising tide, when running aground is usually just a problem of waiting a few minutes to float off. My favorite month has become October, when the rays of the sun arrive almost horizontally, at times feeling like liquid gold poured across the water and woods. I have learned to read the weather, to know, for example, that, where I live, a wind out of the southeast almost always means fog or rain is on the way. I heed the saying that, “Mackerel skies and mare’s tails / make wise men lower sails.” When I write, I look out the window of my home office—at the harbor filling and emptying with the tide, and at the seabirds settling in to eat. Bald eagles come by in the winter, when they move in from the more exposed outer islands.

I came to the realization that there had been those two moments, of falling out of time and returning to it, while reading David Morris’s new history of P.T.S.D., “The Evil Hours,” which will be published in mid-January. One of the themes of his book is that the syndrome can warp one’s sense of time, making weeks and months flash by while one remains partly mired in the past. This untethering from time is unsettling, because it is a persistent reminder that one’s life is different from the people whom Morris calls “the normals.” “P.T.S.D. is a disease of time,” Morris writes. “Nearly all survivors report that certain traumatic memories communicate an uncanny feeling of timelessness.” (Not only does his experience intertwine with my own, so does his work. He mentions in the book that he gave a copy of “Fiasco” to his V.A. therapist in the hope of being better understood. I have never met him, but he thanks me in his acknowledgements. I read an advance copy of the book and was moved to blurb it—and to write this essay.)

Morris writes about his journey through P.T.S.D.—”I became a watcher of night skies, of cloud formations, of shooting stars.” To my surprise, after that day on Cape Rosier, my love of sea kayaking waned. Instead, I got more into sailing, eventually buying my own small sloop. This is how I explain that move to myself: Whitewater kayaking is a sport of hyper-vigilance. You must pay attention at every moment, or you will wind up upside down, wet and in the dark. Sea kayaking requires constant mindfulness, especially in Maine, with its relatively lonely and cold waters, heavy fogs, ten-foot tides, and high afternoon winds on many summer days. Sailing is yet another rung down. Nature still promises nothing, so helming a small sloop still asks for monitoring, but it is made much more forgiving by a deep keel, an outboard motor, and a cabin packed with helpful gear. If worse comes to worst, I can turn on the motor and gun for home. Or if the weather is too forbidding for that, I can find the lee of an island, drop anchor, and go below to get some warm clothes, books, and food. To me, sailing on Penobscot River on a pleasant August day is the complete opposite of war.

To my surprise, I also felt at home with the small island community—lobstermen, artists, engaged retirees. I feel more comfortable here than I ever did in Washington.

On the evening of the summer solstice of 2013, I moored my sailboat in the Fox Islands Thoroughfare, one of the most beautiful places I know. I relaxed in the cockpit of the little sloop, drank a beer, and watched the full moon rise, pulling an unusual twelve-foot tide with it. It glowed pink and orange in the sunset. This was something I could trust. Nature might kill me, but it doesn’t lie to me.

Am I sorry about all this? No. Would I do it all again? I don’t think so. But I did do it, and it is part of who I am. As Morris writes, “We are our scars, it seems.”

B.E, M Tech, M Sc (Defence Studies), M Phil, MMS, taken part in CI Ops in Valley, Assam and Punjab. Worked in EW, SIGINT, Cyber, IT and Comn field. Wide experience in Command, Staff and Instructor appointments. Has been Senior Directing Staff (Army) in National Defence College. Published a large number of papers in peer reviewed journals on contemporary issues. He delivers talk in Seminar, Panel Discussion and workshops regularly.
