The United States military faces a critical national security vulnerability due to a 'provenance gap' in artificial intelligence, where the origin and lineage of machine-generated data cannot be reliably verified. This opacity threatens the integrity of critical defense systems, ranging from U.S. Navy engineering blueprints to autonomous drone components.
Traditional legal and regulatory frameworks, such as patent law and export controls, are ill-equipped to track continuous, machine-speed data transformations. Consequently, the defense industrial base suffers from increased legal risks and slower technology transfers, while adversaries like Beijing exploit these architectural gaps through data contamination and gray-zone cyber operations. To counter this threat, the Pentagon requires a Strategic Knowledge Infrastructure to embed machine-readable verification standards across its digital networks. Establishing this federated verification architecture is essential to sustain allied interoperability, particularly between platforms like SeaVision and India's Information Fusion Centre–Indian Ocean Region, ensuring tactical decisions rest on authenticated information.
