Washington’s quantum mobilisation: from discovery to deployment

The United States recently enacted a concentrated burst of quantum policymaking in June 2026, marking a deliberate shift from scientific discovery to deployment infrastructure. Key decisions by Congress, the White House, Pentagon, and Department of Commerce initiated a whole-of-government push on quantum technology, accelerating the federal transition to post-quantum cryptography (PQC) and fostering domestic supply chains.

This strategic reorientation prioritizes simultaneous development of manufacturing, procurement, security, and workforce capabilities, recognizing that the decisive phase of quantum competition will be infrastructural. The National Institute of Standards and Technology (NIST) established a Quantum Manufacturing Engineering Center (QMEC) to build a US-based supply chain for critical components like cryostats within three years. Executive Order 14413 directs supply-chain analysis and domestic QIST foundry access, supported by US$2 billion in CHIPS Act incentives. Executive Order 14412 mandates federal high-impact systems adopt PQC by 2030–31, with rapid implementation guidance. Congress is considering the National Security Commission Quantum Computing Act of 2026, mirroring the AI commission template. EO 14413 also directs fielding three quantum-sensor projects by September 30, 2028. These measures, including the Pax Silica coalition, signal a US-led quantum bloc, conditioning allied access on regulatory alignment.
