This offer leverages Russia's inability to protect its Gulf partners from its own ally, Iran, despite years of accommodating Russian capital.
Ukraine has accumulated unparalleled operational experience against the Shahed, deploying its own Geran-2 variant, and is now positioned to counter the systemic uncertainty introduced by over 2,000 Shahed-type drones targeting Gulf civilian infrastructure, data centers, and energy installations since March 2026. This non-judgmental offer bypasses Western conditions and challenges the Gulf states' prior neutrality, which was based on the premise that the Russia-West confrontation was a European problem and Iranian behavior was manageable. Russia's deepening dependency on Iran, evidenced by its abstention and subsequent veto on UN Security Council resolutions concerning Gulf security, renders Moscow irrelevant for protection.
