What Is Maven Smart System, and What Does It Do?

Center for Strategic and International Studies | Matt Mande and Gregory C. Allen

The United States utilized the Maven Smart System (MSS) to strike over 1,000 targets during the initial 24 hours of the war in Iran, achieving a tenfold increase in targeting capability compared to the pre-MSS era. This Department of Defense flagship AI-enabled software platform originated from Project Maven (founded 2017) and is primarily integrated by Palantir, whose contract surpassed $1 billion by May 2025.

MSS provides a graphical user interface for military intelligence and targeting, supporting Combined Joint All-Domain Command and Control (CJADC2) functions for an estimated 80,000 users, including NATO allies. It aggregates and visualizes vast intelligence, surveillance, and reconnaissance (ISR) data from over 179 sources, using AI models for pattern identification and target labeling. MSS addresses critical Pentagon challenges: inadequate analytic capacity, data integration, and connecting target identification to weapons employment. The system dramatically speeds up targeting decisions, enabling the 18th Airborne Corps to match Operation Iraqi Freedom's efficiency with 20 personnel. Large language models (LLMs) further enhance MSS with natural-language interaction and broader pattern analysis, adding a fivefold increase in targeting speed. Oversight of MSS was fully relocated to the Chief Digital and AI Office (CDAO) in March 2026.
