The modern AI race between the United States and China is the most dangerous arms race in history, according to Niall Ferguson, mirroring the nuclear brinkmanship of the 20th century and lacking necessary strategic doctrine and arms control. This rapid, largely unregulated growth of artificial intelligence carries profound geopolitical risks, despite promises of medical breakthroughs and unprecedented economic growth.

President Trump recently signed an executive order mandating some AI companies allow government review of powerful new models 30 days before public release, a scaled-back measure. Ferguson argues that, similar to Henry Kissinger's 1957 work Nuclear Weapons and Foreign Policy, a seminal book on "Artificial Intelligence and Global Security" is urgently needed to address the escalating dangers. The current landscape involves two parallel AI races: one among five leading American companies (Anthropic, Google, Meta, OpenAI, xAI) and another between the U.S. and China, both characterized by leadership of mixed quality, including duplicitous individuals and egomaniacs.
