PLA Reshapes Military Theory Development System for Future Warfare

The People’s Liberation Army’s (PLA) Regulations on Military Theory Work, effective March 1, fundamentally reshape China's military theory development system. Announced by Xinhua on January 22, these regulations establish vertical control and horizontal division of labor across five areas: management, content/publication, full-process management, achievements, and support. A core objective is to build a joint operational

theory system adaptable to future warfare, addressing "winning mechanisms" in informatized and intelligentized warfare by tracking "changes in technology, warfare, and adversaries." The PLA seeks to resolve issues like inter-service barriers and weak integration of operational experience by connecting research to battlefield needs, correcting "self-directed agendas, shortsightedness, and exaggeration." New mechanisms for testing "military theory results" include platforms for sharing reforms and evaluation metrics. The regulations strengthen top-level leadership and coordination, implementing a full-cycle tracking and feedback mechanism from project initiation to effectiveness evaluation. This reform ensures theory adapts to future warfare through flexible annual interventions and frequent iterations. Observers should monitor evolving PLA operational concepts and doctrine, like dissipative warfare, long-term.
