Ukrainian strikes on June 17 and 18 against Moscow’s Kapotnya refinery, alongside attacks on the Kronstadt naval base and St. Petersburg refineries, have significantly undermined the Kremlin’s narrative of victory and exposed Russia’s military vulnerabilities. These synchronized high-profile attacks, timed with major diplomatic and economic events like the St.
Petersburg International Economic Forum and the Russia–Association of Southeast Asian Nations (ASEAN) summit in Kazan, disrupted Moscow’s efforts to project strength and attract investment from the Global South. Russia's offensive operations in Ukraine are proving self-defeating, consuming more manpower than recruitment can generate and yielding no territorial gains. The strikes, including those reaching Tyumen in Western Siberia and paralyzing logistics in Crimea, demonstrate Ukraine's expanding long-range strike capabilities, increasing pressure on Moscow to consider compromises in a costly and unsustainable war. Despite Kremlin hopes for trans-Atlantic tensions and Western disunity, support for Ukraine remains resilient, making it increasingly difficult for Putin to avoid cutting losses.
