Quasi-Quarantine Operations Held East of Taiwan

China Coast Guard (CCG) and Maritime Safety Administration (MSA) agencies launched "law enforcement patrols" and a "special maritime traffic law enforcement operation" east of Taiwan in June. These operations test a "quasi-quarantine" model, projecting PRC maritime jurisdiction beyond the Taiwan Strait and building an interagency toolkit for gray-zone pressure around Taiwan.

Beijing frames this as a response to Japan-Philippines maritime delimitation talks, but Taiwan is the central target. The actions aim for "jurisdictional normalization," making Chinese maritime law enforcement appear routine and legitimate. If normalized, these operations could support future isolation, blockade rehearsal, and cognitive warfare against Taiwan, potentially escalating to boarding inspections or denial of access in a crisis. This continuous coercion avoids the political cost of major military exercises.
