The Indian Defence Ministry has issued a ₹1,00,000 crore tender to acquire 60 multi-role transport aircraft aimed at replacing the Indian Air Force's aging Russian Antonov An-32 fleet. This major procurement seeks to modernize tactical airlift capabilities for border operations, troop transport, and disaster relief across challenging mountain and desert terrains.
Maintaining the decades-old An-32 inventory has become increasingly difficult due to engine wear, acute spare parts shortages, and mounting operational safety concerns. The acquisition pits Lockheed Martin’s C-130J Super Hercules, partnered with Tata, against Embraer’s KC-390 Millennium, partnered with Mahindra Defence. While the IAF already operates 12 C-130J airframes, Embraer and Mahindra are offering an attractive industrial package with 80 percent local manufacturing. Beyond fulfilling immediate operational airlift requirements, the selection process will establish a long-term domestic military aviation manufacturing ecosystem through extensive technology transfer over the next 30 years.
Expanding India's military aerospace industrial capacity through medium transport procurement hinges on establishing tier-1 precision manufacturing rather than relying on knocked-down kit assembly. While the Airbus C-295 production facility in Vadodara established a precedent for private-sector final assembly, scaling to heavy tactical platforms requires local structural composite machining and flight-control system integration. Forcing high local-content thresholds on foreign vendors compels Lockheed Martin and Embraer to embed domestic suppliers directly into global supply chains for the C-130J and KC-390 Millennium.
Consequently, dual-sourcing private manufacturing capabilities across Tata Advanced Systems and Mahindra Defence dismantles Hindustan Aeronautics Limited's traditional monopoly over military transport sustainment. This structural decentralisation relocates depot-level maintenance away from HAL's Bengaluru divisions, embedding private aerospace clusters into the IAF's long-term lifecycle support framework.
