Countering terrorist propaganda in the age of AI

Terrorist groups such as Hamas, al-Qaeda, and ISIS are increasingly leveraging modern technologies, including social media and generative AI, to drastically shorten the time between radicalization, recruitment, and violent action. This digital shift allows them to operate effectively without physical caliphates, exposing many more people to propaganda and enabling rapid mobilization.

Generative AI acts as a force multiplier, producing deepfake audio/video and manipulated images, while AI-driven chatbots tailor radical messages and assist in operational planning, as seen with ISIS-produced AI news videos and Hamas-affiliated AI-manipulated images during the 2023 Gaza conflict. Examples like the 2024 Oklahoma arrests and the 2025 New Orleans bombing highlight the persistent threat to the US and its allies. AQAP's revived _Inspire_ magazine continues to target Western audiences with attack tactics and calls for assassinations. Furthermore, groups exploit blockchain-based internet technology and decentralized platforms, including minting propaganda as NFTs, to harden communications and bypass content moderation, amplifying global reach. ISIS-Somalia exemplifies a decentralized network for revenue generation and tactical refinement.
