The Pentagon’s new Defense Cyber Defense Command (DCDC) is drafting a comprehensive plan to defend US critical infrastructure against cyberattacks, specifically addressing the threat from Chinese hackers like Volt Typhoon who are mapping networks to cause disruption and deter US responses to a potential Beijing move against Taiwan.
Col. Adolph Rodriguez, DCDC's director of Defense Critical Infrastructure, stated the initiative focuses on establishing clear command and control, understanding technology, and coordinating authorizations among agencies like CISA, FBI, and the Coast Guard. This effort aims to ensure continuous operation before, during, and after an attack, including creating "digital green zones" to identify critical assets and data integrity. The DCDC, elevated under US Cyber Command in May 2025, proposes leveraging existing civil, federal, and defense roles, akin to Northern Command's homeland defense operations, to build an enduring cyber campaign plan that integrates NORTHCOM and Cyber Command authorities, mirroring FEMA's sector approach for training and response.
