Japan’s Ministry of Defense released its Defense of Japan 2026 white paper, committing to an unprecedented defense budget exceeding 9 trillion yen for fiscal year 2026 to achieve its target of two percent of gross domestic product. This record expenditure accelerates the early revision of Tokyo’s Three Strategic Documents alongside structural military transformations driven by escalating regional security challenges.
The revised posture prioritizes new ways of warfare, including mass employment of unmanned systems and integration of dual-use technologies through startup partnerships. Crucially, the government abolished the Five Categories under its defense equipment transfer guidelines, enabling expanded international co-production and operational interoperability. Concurrently, Japan is expanding minilateral security networks across the Indo-Pacific to reinforce deterrence alongside the United States. These measures directly address intensified military activities by China and Russia, while elevating domestic defense industrial production, sustaining force resilience, and reforming service member compensation structures to maintain personnel readiness.
