A ‘New Beginning’ for Xi’s Assimilationist Agenda

China's _Ethnic Unity and Progress Promotion Law_, passed by the National People’s Congress in March and effective July 1, establishes statutory obligations for Beijing's comprehensive assimilationist agenda. This law, building on over 20 provincial regulations, transforms ethnic unity work from "policy guidance" to "legal norms" and a "hard constraint," compelling officials to "forge a common Chinese national consciousness."

It complements the revised _Standard Spoken and Written Chinese Language Law_, effective January 1, accelerating minority language removal and mandating budget allocation for Mandarin promotion. Implementation includes revising provincial regulations, strengthening enforcement against "behaviors that hinder ethnic unity," and creating "embedded communities" for forced assimilation. The law also supports the "Sinicization of religion," with United Front Work Department officials instructing Muslim leaders in Tibet and Heilongjiang to align doctrines with Chinese culture and prioritize "national law" over "religious regulations." The United Nations has warned the law violates at least 12 international human rights laws, prompting Beijing to address "shortcomings in international communication capabilities" and counter "slander, smear campaigns."
