Punjab is experiencing an escalation in low-intensity terrorist activities orchestrated by Khalistani extremist networks, often in tandem with foreign-based gangsters and Pakistan-backed handlers. Since early 2026, the state has recorded at least eight low-intensity blasts, targeting critical infrastructure, political offices, military-linked sites, and increasingly, softer civilian targets like clinics and hospitals.
On June 22, 2026, a petrol bomb attack on Dr. Tarsem Garg's clinic in Bathinda, opposite an RSS office, was claimed by Tehreek-e-Taliban Hindustan (TTH), a Pakistan-backed proxy network. Earlier, on June 2, a grenade attack on Multani Hospital in Gurdaspur was claimed by Greece-based gangster Jaswinder Singh alias Manu Agwan, linked to Babbar Khalsa International (BKI). These incidents, alongside attacks on BSF HQ, Army cantonment, BJP HQ, and Dedicated Freight Corridor (DFC), highlight a shift towards persistent low-level pressure. Security forces have responded aggressively, dismantling multiple cross-border networks, arresting 73 hawala operators, and seizing sophisticated weapons, heroin, and illicit funds in June 2026. The threat involves recruitment of radicalized youth, including minors, and relies on narcotics smuggling, hawala financing, and arms trafficking, sustained by Pakistan's ISI.
