The People's Republic of China (PRC) is actively building a new world order, as evidenced by a new white paper released by the State Council on June 6, titled “More Just and Equitable Global Governance: China’s Principles, Proposals and Actions.” This document presents Chinese leader Xi Jinping’s “Global Governance Initiative” (GGI) as a comprehensive framework for reforming international governance in Beijing's favor, aiming to displace the United States and the West.
The white paper, translated into seven languages, emphasizes the UN's foundational importance while advocating for a new “model of global governance” and a “new global political and economic order,” transcending the Western-centric paradigm. Beijing seeks to harness support from Global South countries, particularly BRICS and the Shanghai Cooperation Organization, and expand influence in emerging domains like artificial intelligence, cyberspace, and outer space. Despite reassurances against a complete overhaul, the document and commentary suggest an incremental, determined pursuit of a China-centric international system, with significant progress already achieved. Upcoming events like the UN Secretary-General election, G20 summit, APEC Leaders’ Informal Meeting, and the inaugural Xiong’an Global Governance Forum in fall 2026 will be crucial for assessing the GGI's trajectory.
