Why Ukraine Is Key for Europe’s New Strategic Reality

National Interest  |  Matteo Mecacci

In 2026, Ukraine's future in Europe, particularly its integration into the European Union, has become a strategic question, intertwining with broader debates on Europe’s defense, independence, and economy. Russia’s full-scale invasion shattered the post-Cold War European security framework, prompting renewed discussions on continental security and deterrence.

The traditional EU enlargement model is challenged by Ukraine's wartime accession efforts and its pivotal role in shaping Europe's future security architecture. Proposals for earlier Ukrainian participation in EU institutions, such as Chancellor Friedrich Merz’s idea, and gradual Single Market access reflect a shift from conventional candidate status. European leaders increasingly acknowledge that Ukraine's security and European integration are interconnected strategic goals. While NATO membership is not currently on the horizon, exploring alternative European security frameworks is urgent. Ukraine, having developed into one of Europe’s strongest military powers with unparalleled conventional warfare experience and innovative defense industries, is now a significant contributor to European security. Its successful integration would adapt EU institutions to a transformed strategic landscape where security is central.
