The Global South’s digital future must not belong to Bezos and Musk

Amazon's Leo satellite internet service announced a 2027 expansion into South Africa through Herotel, marking a broader strategic push by American technology giants into Global South communications markets. The partnership aims to extend high-speed connectivity to over 350,000 customers across 550 rural towns currently lacking traditional fibre networks.

Crucially, this commercial expansion unfolds as SpaceX's Starlink already operates approximately 9,000 satellites reaching 10.3 million subscribers across 164 countries, raising severe concerns over digital sovereignty and foreign infrastructure dependence. Both firms remain deeply integrated into the United States defense apparatus, with SpaceX securing a $5.9 billion launch contract and Amazon Web Services hosting classified intelligence infrastructure. While 96 percent of the world's 2.2 billion offline individuals inhabit developing nations, reliance on foreign megaconstellations risks converting critical digital access into strategic leverage, echoing past infrastructure monopolies. Consequently, nations like Namibia have rejected unlicensed foreign providers to enforce 51 percent local ownership requirements.

Dual-use Low Earth Orbit (LEO) satellite architectures obscure the boundary between commercial telecom delivery and military C4ISR integration. Amazon Web Services' existing classified cloud hosting agreements with the US Intelligence Community establish a direct pipeline between commercial satellite transport and sovereign data processing. Integration of direct-to-device LEO constellations like Leo into host-nation telecommunications layers gives the parent state persistent metadata visibility across remote geographical sectors. This vertical integration across orbit, transport, and cloud processing creates a structural dependency that extends extraterritorial jurisdiction deep into foreign civic infrastructure.
