The MSS prioritizes low-friction operations to acquire intellectual property, trade secrets, and new technologies, which are central to Beijing's development strategy.
China's hacking apparatus has methodically targeted entities across North America, Europe, Africa, and Asia, providing valuable industry secrets and research knowledge to accelerate its military and economic parity. For instance, the 2024 "Salt Typhoon" campaign infiltrated nine American phone companies, granting MSS access to senior US officials' communications, which are then leveraged to undermine international negotiations and trade agreements. These cyber operations cost the US economy billions and pose an existential threat, as Western agencies struggle to contain China's multifaceted espionage. Beyond cyber, the MSS employs clandestine human intelligence networks and leverages China's extensive diplomatic corps and the United Front Work Department to influence foreign governments and infiltrate state infrastructures globally.
